OVERVIEW:
Under general supervision, the Human Resources Generalist performs a variety of duties related to Human Resources activities. These include recruiting, pre-employment processing, employee on-boarding, data entry, file maintenance, chairing the Employee Recognition Committee, participating in projects and assisting with employee relations and other HR responsibilities as assigned. This position also advises management and staff on employment laws, regulations and HR policies and procedures. This position reports to the Director of Human Resources and may provide functional guidance and training to other HR staff. This position works with extremely confidential and highly sensitive information, and as such, must maintain the Agency’s standards of strict confidentiality.
DUTIES:
- Coordinates all aspects of Agency-wide recruitment.
- Researches, presents and initiates use of new recruitment sources through web sites, social media, publications, newsletters, college/universities, etc.
- Develops and maintains effective referral and recruitment relationships with colleges, universities and other recruitment sources.
- Administers the employee referral program.
- Ensures that all recruitment activities comply with local, state and federal regulations.
- Coordinates and attends approved career fairs ensuring adequate recruitment materials are available.
- Coordinates temporary staffing and use of staffing agencies.
- Maintains vacancy log and keeps HR Director informed of significant issues.
- Recruits and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
- Creates and maintains job postings/ads for vacant positions ensuring current job description duties and requirements and salary scales are used.
- Reviews all resumes and applications for minimum requirements and provides qualified applicants to hiring supervisors/managers.
- Keeps the Jobs In-box and folders in Outlook organized in an accurate and timely manner.
- Maintains the Applicant Tracking System (ATS) in the HR database in an accurate and timely manner.
- Maintains regular communication with hiring supervisors, managers and HR Director regarding status of vacancies.
- Sends response emails/letters to interviewed applicants.
- Codes invoices from recruitment vendors, submits to HR Director for approval and submits to the Finance department for payment
- Creates and maintains other forms of tracking and communication.
- Creates and conducts recruitment, interviewing, selection and ATS training for management.
- Prepares and coordinates job offer communications and documentation to applicants and new hire communications documentation to new employees.
- In coordination with the Facilities Manager, maintains the Agency’s key ordering and distribution process, in accordance with the key policy
- Creates, distributes and tracks new and replacement employee badges
- Creates/maintains personnel related files, including active, terms, benefits/confidential, Crisis Nursery, etc.
- Keeps all HR-related filing caught up in an accurate manner
- Ensures compliant I-9s are completed and properly stored/maintained
- Performs data entry into databases in an accurate and timely manner
- Maintains the DMV Pull Notice Program enrollments and terminations for SCH employees, AmeriCorps members and unpaid interns
- Codes invoices from pre-employment vendors, submits them to HR Director for approval and submits to the Finance department for payment
- Audits Guardian Facility Rosters regularly
- Processes employment verifications sent to SCH
- Creates, updates and maintain HR information, forms/documents and ensures current, legally compliant versions are accessible by HR staff on the HR network, by SCH staff and management on SharePoint, Paycom and other electronic employee platforms
- Orders, completes and ensures all required employment/labor law posters, wage order, etc. are kept up-to-date and posted where they are easily visible and accessible to all employees
- Monitors, processes or redirects items in the HR Documents inbox in Outlook and requests in the HRHelpdesk, as appropriate
- Takes HR Staff Meeting minutes and other minutes as requested
- Picks-up, opens, sorts and distributes HR department mail, external and internal
- Prepares reports as requested
- Chairs the Employee Recognition Committee ensuring activities stay within approved budget and comply with SCH policies and systems, labor laws and regulations and keeps HR Director updated regarding proposed activities
- Receives Bi-lingual Certification requests and coordinates/processes tests in adherence with the policy and system requirements.
- May investigate complaints and grievances, as assigned by the Director of Human Resources
- May complete EDD unemployment claims
- Provides basic interpretation and guidance to all levels of staff regarding Human Resource policies, systems and practices
- Coordinates and facilitates Human Resources-related training, including but not limited to New Employee Agency Orientation
- Creates and conducts employee and management training related to areas of responsibility, as requested
- Assists with the coordination and facilitation of other training as requested
- Keeps position’s desk manual (standard operating procedures) up to date
- Maintains current knowledge of and compliance with federal, state, and local employment laws and regulations, and recommended best practices related to areas of responsibility
- Maintains thorough knowledge of SCH HR policies and systems and Employee Handbook
- Makes recommendations for improvements to HR practices and processes
- Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately, makes corrections as needed, and keeps HR Director informed of audit outcomes
- Attends job-related training, webinars, seminars, etc.
- Cross trains with and acts as back-up to other HR positions
Performs duties in an accurate, organized, efficient manner within assigned deadlines.

SCHEDULE: Monday- Friday, 8:30 am - 5:30 pm
SALARY: $30.33 - $34.11 per hour, to start. Non-Exempt.
QUALIFICATIONS
Education and Experience:
High school diploma or GED is required. A Bachelor’s degree from an accredited college/university in Human Resources, Business Administration, Psychology, or a related field is required.
At least 4 years’ HR experience in CA-based Human Resources departments (headquarters) demonstrating progressively increasing levels of responsibility involving principles, practices and techniques of Human Resources is required. The equivalent combination of education and Human Resources experience appropriate for the position may be considered. PHR, SHRM-CP or similar credential desired.
Previous experience with recruiting, administering pre-employment and on-boarding processes, and record-keeping requirements is required.
Previous HRIS/HRMS data entry/database experience is required, including ATS, report writing/generation, and other relevant software for managing employee data and HR processes. Computer literate with at least intermediate knowledge/skill with database administration, Word, Excel, PowerPoint, e-mail, and Internet. Knowledge of Human Resource principles, practices and procedures is required.
Driving is an essential function of this job, and as such, employees in this position will be required to furnish their own vehicle to be used in the course of employment. A valid driver’s license and minimum insurance coverage are required. Must be 21 years of age or older.
