The Maintenance Project Manager is responsible for the oversight of maintenance operations (as designated by the Assistant Director of Property Management and Regional Managers) at SHRA’s Public Housing and SHARP portfolios. This role encompasses routine and preventive maintenance functions, capital improvement planning as well as project management of specialized assigned tasks.

Under the direction of the Assistant Director of Property Management, the Maintenance Project Manager ensures the physical integrity of each property:  exterior, interior, common areas, residential units and mechanical systems – maintaining a safe, decent and sanitary environment for all residents and staff. The Maintenance Project Manager, through both internal staff and qualified outside contractors, will ensure that the Housing Authority’s properties comply with all fire and building codes. They will be required to perform specialized and skilled work, including oversight of the installation, repair and maintenance of alarm, electronic and utility systems.


Education and Experience
  • Bachelor’s Degree in Business Administration, Facilities Management, Project Management or equivalent experience and/or certifications in the maintenance field
  • Previous supervisory experience and/or project management for a minimum of two (2) years
  • Excellent communication, interpersonal and leadership skills
  • Good project organizational and time management skills
  • Previous experience of working with contractors in the installation, operation and maintenance of building mechanical systems, including fire and life safety systems
  • Robust knowledge and understanding of the proper use and application of hand tools, power tools and other routinely used maintenance equipment

Licenses and Certifications

Must possess and maintain a valid California Driver License (Class C or higher) and a driving record acceptable to the Agency’s insurance carrier.

Physical Requirements and Work Environment:  
 
  • This position is considered moderately to highly physical and requires a lot of standing, bending, lifting and walking
  • Able to stoop, kneel, carry, push and pull, ascend/descend stairs, climb on ladders, climb and crawl in confined spaces
  • Ability to lift and carry up to 50 lbs.
  • The noise level in the work environment is usually moderate
  • Ability to stand and walk on hard surfaces, and go up and down stairs
  • Ability to reach shoulder level and above
  • Ability to bend at the hips and knees
  • Ability to talk and hear
  • Works in all types of weather conditions, inside and outside
  • Responds to emergency calls after hours or on weekends
  • Wear protective safety equipment and clothing, as needed
  • With proper Personal Protective Equipment (PPE) and training, enters common areas and residential units to perform critical/emergency service and repairs

 
 Essential Areas of Responsibility

Supervision, Maintenance and Project Management
  • Assist the Regional Managers in planning and coordinating all maintenance activities in all facilities, including assessment of equipment needs, reliability issues, developing preventive/predictive maintenance programs, utilizing project management practices and principles while adhering to HUD and industry standards and practices
  • Assist Regional Managers in coordinating, organizing, implementing and supervising work plans and schedules of maintenance staff
  • Develop and maintain standards, complying with Cal-OSHA’s and other regulatory agencies’ health and safety protocols, in coordination with the Risk Management Team and Regional Managers
  • Assist Regional Managers in coordinating on-call schedules
  • Perform quality control inspection of the facilities to identify and resolve issues, and to provide constructive feedback to the appropriate maintenance personnel on any issues/concerns identified
  • Prepare and maintain project documentation (including file records and invoicing) in accordance with SHRA records management and retention policies
  • Coach, mentor, train and develop maintenance employees to meet current and future business requirements
  • Build and maintain long-term relationships with contractors and service providers
  • Ensure timely and accurate updates of maintenance logs and reports on daily activities; provide QA support and high-level reporting
  • Ensure compliance with operating instruction manuals for safety and maintenance procedures
  • Review project documents
  • Ensures compliance with Fair Housing requirements

Preventive Maintenance

  • Develop, implement and monitor preventive maintenance schedules
  • Develop and implement capital replacement programs, in accordance with budgetary constraints
  • Review and evaluate elevator contracts on an annual basis, working in tandem with appropriate staff and with an elevator consultant, as necessary, to assess performance and associated charges for services detailed in the contract
  • Solicit CNA (Capital Needs Assessment) for specific properties, in coordination with the property management team

Capital Improvement Planning
  • Review/evaluate elevator maintenance contract and all other maintenance service contracts annually with appropriate staff and with 3rd party consultants, as necessary - assessing overall performance and compliance with terms of the contract(s).
  • Work collaboratively with Real Estate and Construction Services (RECS) to ensure timely completion of capital improvements and repairs
  • Participates in evaluation panels for contract bids and proposals
  • Work with vendors/contractors/consultants to ensure safe operability of all building mechanical and life safety equipment, including but not limited to: heating, ventilation, air conditioning, electrical, boilers, fire sprinkler, fire alarm, generator, etc.
  • Develop and maintain a replacement schedule for each of the communities in SHRA’s portfolio, in accordance with approved budgets, management input and CNAs (Capital Needs Assessments)
Inventory Management

  • Oversee key management system
  • Develop and maintain an inventory control system, in coordination with the Regional Managers
  • Inspect and maintains all tools, maintenance equipment and supplies 
  • Coordinate with Regional Managers on scheduling company-owned vehicle inspections and repairs
