What are the responsibilities and job description for the Accountant/Payroll Analyst position at Sacramento Public Library?
Performs professional accounting and payroll work, including calculations and analysis, implementing new labor agreements and tax laws, prepares all requisite reports, processing of W-2’s and required filings, maintains and operates payroll software, provides administrative support and maintenance of the Library’s financial record keeping and reporting functions in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).

The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)- Performs professional analytical and technical work in the formulation and administration of the Library’s financial and payroll functions;
- Participates in posting, auditing, balancing, monitoring and reconciling various general ledger accounts and subsidiary accounts, reviews general ledger and payroll data for compliance with labor agreements and laws as well GAAP and GASB standards;
- Prepares and processes all payroll system outputs, including electronic files and reports for accurate and timely payments, including tax liabilities and reports, within statutory requirements;
- Performs payroll system maintenance, such as updating and maintaining data tables, tax tables, PERS rate tables, and others that relate to accurate processing of each payroll cycle;
- Reviews and audits data updated in the Payroll system by Human Resources staff;
- Ensures that the time entries are consistent with appropriate contracts, labor agreements, administrative policies and procedures, communicates with required personnel to resolve discrepancies;
- Reviews, edits documents, corrects errors, and balances payroll for each pay period;
- Prints and distributes payroll checks and electronic payments;
- Processes third party liability reconciliation and payments accurately and timely;
- Examines, reconciles, balances and prepares adjusting entries related to payroll accounting records;
- Maintains accumulated leave records for all employees;
- Provides information to other Library staff on matters related to payroll procedures and applicable laws, rules, policies and regulations;
- Advises on appropriate procedures for timesheet preparation and other payroll documentation;
- Implements terms of new labor agreements, as needed;
- Perform complex calculations for manual warrants to comply with MOU’s, terminations, retro pay increases, PERS, and repayments;
- Prepares quarterly and annual reconciliation statements for payroll related liability accounts;
- Files required statutory reports including but not limited to Federal, State, and other required reports on a timely basis;
- Prepares worksheets and analysis in preparation of adjusting and closing entries in support of the annual audit;
- Maintains positive relationships with other Library staff, governmental agencies and members of the public; interacts with others with mutual respect;
- Keeps abreast of payroll and accounting principles and trends by attending workshops and educational programs and reading periodicals and specialized literature; and recommends more efficient practices;
- Attends meetings and events; participates in various teams when needed;
- May provide lead supervision to clerical employees; and
- Performs other related duties as assigned.
Knowledge of:
- Sacramento Public Library’s policies and procedures;
- Considerable knowledge of the principles and practices of payroll preparation and management;
- Principles and practices of organization and public administration;
- Principles, practices and methods of statistical analysis; municipal finance, payroll and accounting;
- Applicable Federal, State and local laws and regulations;
- Microsoft Office Suite, the Internet, e-mailing systems, and other relevant software or payroll or accounting packages.

EDUCATION AND EXPERIENCE
- Bachelor’s Degree from an accredited college or university with major course work in accounting, public or business administration, economics or a closely related field is required;
- Two years or more of progressively responsible administrative and accounting experience with at least one year performing professional level work requiring knowledge of basic accounting, payroll and administrative principles;
- Public agency experience is preferred.

Salary : $86,133 - $115,419
