General Summary

This position will be responsible for assisting with the credit union’s compliance program ensuring the credit union complies with all applicable laws and regulations. As the Bank Secrecy Analyst, this position is responsible for administering compliance with all aspects of the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Asset Control (OFAC), and the USA Patriot Act. Also responsible for ensuring compliance with Identity Theft Prevention and Red Flags, Privacy, and bank security related laws, regulations, and policies.

Reporting Relationships

This position reports to the CEO.

Specific Responsibilities and Duties

  • Responsible for identifying and reporting unusual and suspicious activities under the requirement of the BSA/Anti-Money Laundering Act.
  • Ensures regulatory reports are queued, filed, and completed promptly.
  • Ensures implementation of record retention policies and procedures in accordance with BSA/AML/OFAC regulations and laws.
  • Assist in investigating escalated alerts of potential suspicious activity produced or referred by other areas of the credit union and recommend appropriate course of action.
  • Serves as a resource for fraud or other suspicious activities.
  • Disseminate information, answer questions, and be a subject matter expert for the Credit Union on BSA/AML/OFAC-related issues.
  • Analyze Member and transactional data in Verafin to identify potentially suspicious activity, exercise solid judgment on examining information, and document suspicious activity, behaviors, and/or patterns.
  • Watch List Response – Ensure Watch List information is properly maintained and updated, review and respond to concerns about OFAC, SDN, or other Watch List alerts, and take mandated action as necessary.
  • Keep abreast of BSA and AML related regulations for changing compliance and recommend business process improvements.
  • Evaluates and adjusts scoring of AML software to provide the most value to the BSA program in accordance with established risk tolerances.
  • Assist with regulatory examinations and audits, including gathering requested information and developing and coordinating responses to such reviews as necessary.
  • Develops, manages, and coordinates implementation of policies, procedures, and internal controls to ensure compliance with applicable laws and fosters a culture of compliance throughout the Credit Union.
  • Assists other departments to ensure new products and procedures comply with all Federal and State laws and regulations.
  • Reviews and recommends revisions in disclosures, brochures, forms as needed, and advertising prior to publication to ensure compliance with Federal and State laws and regulations.
  • Assists in ensuring departments and staff are aware of all new changes affecting their compliance within the required period as set down by management.
  • Assists in the implementation of education and training programs for staff on compliance laws and issues.
  • Maintains a continuous study of applicable State and Federal Laws to ensure the Credit Union's policies and procedures remain compliant with the appropriate laws.
  • Assists with the Credit Union’s Vendor Due Diligence.
  • Provides friendly, professional, and accurate service and supports all internal and external members.
  • Performs any additional tasks that may be assigned.

Essential Functions, Skills, and Abilities Required
Includes the possession of, but is not limited to the following:

  • A minimum of 1 – 3 years’ experience of basic knowledge of member services procedures. Knowledge of financial institution regulations. Has a comprehensive understanding of the Bank Secrecy Act and OFAC.
  • Has the skills and ability to use the BSA/OFAC processing software.
  • Thorough knowledge of applicable federal and state regulations. Proficient knowledge and understanding of Credit Union products and services.
  • Problem-solving and troubleshooting skills include gathering and analyzing information and developing alternative solutions.
  • Ability to meet project deadlines and follow through on commitments. Be self-motivated and self-disciplined
  • Technical knowledge and competence in personal computer skills working in a Windows environment, with particular knowledge of word processing and spreadsheet applications: ability to quickly learn specialized software applications.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, and percentages. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Physical abilities include but are not limited to the ability to compare and continuously be alert, use judgment, and be patient; and the continuous need to use auditory perception, memory, and reasoning ability. While performing the essential duties of this job, the employee is regularly required to talk or hear. The employee is occasionally required to stand, walk, and use hands to finger, handle, or feel objects, tools, or controls. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Interpersonal skills to effectively communicate, both verbal and written with personnel throughout the Credit Union and with third-party vendors. Ability to have and create harmonious working relationships throughout the Credit Union.
  • Professional behavior and professional image. Consistent attendance at work. Good organizational skills and the ability to analyze and weigh out various options to resolve problems.
