Job Description:
We are seeking an IT Purchasing Analyst to manage procurement functions. The role involves processing electronic procurement requests, reconciling vendor inquiries, participating in vendor meetings, and ensuring compliance with Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM). The analyst will work closely with end users to obtain accurate specifications for IT goods and services, evaluate bids and proposals, and facilitate contract negotiations.
Key Responsibilities:
- Procure IT goods and services by established policies and procedures.
- Evaluate purchase requests and work with end users to meet specifications and ensure competition.
- Facilitate pre-bid and pre-proposal conferences.
- Analyze and assess vendor quotes, bids, and proposals to award contracts.
- Prepare clear and concise contract documents.
- Provide excellent customer service and resolve vendor inquiries.
Requirements:
- 3 years of experience in IT procurement, purchasing, and vendor management.
- Strong knowledge of VPPA, APSPM, and procurement policies.
- Experience in contract preparation, bid evaluation, and awarding contracts.
- Ability to facilitate pre-bid/proposal conferences and work with stakeholders.
- Excellent communication, analytical, and customer service skills.
Job Type: Contract
Pay: $30.00 - $43.00 per hour
