Position Summary

Saint Louis Public Schools (SLPS) is dedicated to fostering an innovative and collaborative environment that supports the district's mission of providing a quality education for all students. The Chief Information and Communication Officer (CICO) is a key leadership position, responsible for overseeing the district's information technology, data management systems, and strategic communication initiatives. This role bridges the gap between technology and communication, ensuring that all stakeholders are informed, empowered, and aligned with the district's goals.

Essential Functions

Strategic Leadership and Vision

  • Develop and execute a districtwide technology and communication strategy aligned with SLPS’s mission and goals.
  • Oversee the integration of IT systems and communication platforms to enhance accessibility, transparency, and collaboration.

Technology and Infrastructure Management

  • Direct the development and maintenance of robust technology infrastructure to support instructional and administrative needs.
  • Oversee data systems, including student information systems, learning management systems, and enterprise resource planning (ERP) solutions.
  • Ensure cybersecurity protocols are in place to protect district data and IT systems.
  • Communication Strategy

  • Lead the district’s public relations and communication efforts, including crisis communication, media relations, and internal messaging.
  • Develop tools and processes for effective stakeholder communication, ensuring clarity and consistency.
  • Data-Driven Accountability

  • Promote the use of data analytics to support decision-making and continuous improvement initiatives.
  • Advocate for transparency by providing stakeholders with accurate and actionable information.
  • Collaboration and Stakeholder Engagement

  • Serve as a key advisor to the Superintendent and School Board on technology and communication matters.
  • Partner with administrators, educators, and external stakeholders to ensure alignment of initiatives with district objectives.
  • Team Leadership and Development

  • Lead and mentor IT and communication teams, fostering a culture of excellence, collaboration, and innovation.
  • Encourage ongoing professional development within both departments to ensure staff are well-equipped for evolving challenges.
  • Policy and Risk Management

  • Establish and enforce districtwide policies for technology use, data security, and communication standards.
  • Ensure compliance with legal, ethical, and regulatory standards for technology and communication.
  • Budget and Resource Allocation

  • Oversee the budgeting and resource allocation for IT and communication projects to maximize efficiency and cost-effectiveness.
  • Identify funding opportunities through grants, partnerships, and innovative programs.

  • Collaboration : Ability to build and maintain relationships with a diverse range of stakeholders, including staff, students, families, and community partners.
  • Problem-Solving : Demonstrates innovative and effective approaches to addressing challenges in a complex educational environment.
  • Confidentiality : Maintains discretion and tact in all communications and decision-making processes.
  • Experience

  • At least 10 years of progressive leadership experience in information technology, communication, or a related field, preferably within an educational setting.
  • Demonstrated success in managing cross-functional teams and large-scale projects.
  • Proven track record in strategic planning, crisis management, and stakeholder engagement.
  • Required Education

  • Master’s degree in Information Technology, Communication, Public Relations, Education Administration, or a related field.
  • Professional certifications in IT management, communication, or related disciplines are preferred.
  • A current Missouri superintendent certification is preferred.
  • Physical Requirements

  • Must be able to exert up to 10 pounds of force occasionally and operate standard office equipment.
  • Ability to work in a typical office environment with minimal physical risk.
  • Working Conditions and Environment

  • Routine office environment with occasional travel to school sites for assessments, meetings, or project implementation.
