The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

Class Summary : Incumbents are primarily responsible for coordinating, monitoring and supervising vacant unit preparation, preventative maintenance and other maintenance activities.
Distinguishing Characteristics : The Maintenance Supervisor is the fifth level of a six level maintenance series and is distinguished from the Maintenance Specialist by its full supervisory responsibility. The Maintenance Supervisor is distinguished from the Maintenance Manager which has responsibility for managing one of the major units in the department.

Duties :
- Organizes and supervises staff for the preparation of vacant dwelling units and repair of Agency building and grounds to include : electrical and plumbing equipment; appliances; painting; snow removal; and, landscaping. Responsible for all properties meeting curb appeal standards. Schedule work, order contract work, and assess charges. Establish unit ready date, monitor and adjust schedules as needed. Perform accurate and timely inspections of vacant units to identify repairs that are necessary to properly prepare units for rental. Work orders are completed within department standards. Perform accurate and timely inspections of vacant units newly prepared for rental. Complete documents and prepare reports to communicate staff production.
- Coordinates, manages and administers daily work requirement activities of staff in assigned maintenance area which may include services in hi-rises, preventative maintenance work in hi-rise and family / scattered site building or family development sites. Effectively plan, organize, assign and maintain consistent function and promote efficiency. Including prioritizing a wide variety of building and grounds regular and emergency tasks. Responsible for all properties meeting curb appeal standards. Complete documents and prepare reports to communicate staff production. Preventative maintenance is performed on all PHA units during the fiscal year.
- Review log sheets, process bills, process Vacant Unit Prep and Preventative Maintenance checklists and assess charges. Keep time sheets and monitor sick and annual leave usage.
- Supervises staff to include : assigning; monitoring work; and evaluating performance.
- Train staff in proper maintenance procedures, safety procedures, agency policies, and union contract.
- Authorization to execute purchasing documents : request for approval and payment approval request are within purchasing policy limits. Proactive planning for goods and services, author specifications and scope of work. Receive and award competitive proposals for goods and services.
- Works with Maintenance Contracts, Resident Services and residents to correct hazardous or unsightly conditions before they become severe or result in injury.
- Responsible and accountable for a thorough knowledge of PHA, HUD, City building codes, rules, regulations and procedures.
- Recommend and provide input on budget items such as property improvements, equipment, supplies and service contracts.
- Available to work evenings, weekends and holidays on an emergency basis.
- Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.
- Must travel to various PHA sites and other locations that are required by the nature of the work.
