General Information
The Technology Services department is looking to hire a full-time, 12 Mo, Systems Analyst 2.
GENERAL STATEMENT OF DUTIES
Performs responsible professional work in the analysis, design, development, implementation, and maintenance of websites, enterprise applications, and infrastructure. Requires systems analysis, computer programming, creation, and maintenance of ETL processes; and performs related duties as required.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of a manager or unit supervisor.
MINIMUM QUALIFICATIONS
- Bachelor¿s Degree in Computer Science or a closely related field.
- Two (2) years of experience as a programmer or equivalent and two (2) years of experience in systems analysis or equivalent.
- Six (6) years of experience in information systems.
- Experience in ColdFusion, HTML and .NET programming; MSSQL database; Windows; ETL tools; designing, implementing, and administering security for applications; installation, configuration, and managing applications or systems; and with Tableau or other business intelligence tools (e.g., SAS) preferred.
- Or an equivalent combination of education, training, and/or experience.
SPECIAL QUALIFICATIONS
- Minnesota Driver's License may be required.
- Other knowledge, skills, abilities, and credentials required for a specific position.
RESPONSIBILITIES
The essential job functions include, but are not limited to, the following fundamental duties:
System Analysis
- Analyzes existing manual or automated methods and procedures for Information Technology (IT) suitability and performs feasibility and cost benefit analyses of users¿ requests to ensure the development of efficient cost-effective systems.
- Develops process flow charts or diagrams in outline and in detail form.
- Creates, maintains, updates, and troubleshoots custom websites.
- Creates SSRS and Power App reports for end users to view and analyze data.
- Writes program specifications; performs complex systems programming as needed; performs systems testing.
- Maintains database directories; provides for security and integrity of the databases; designs back-up and recovery procedures to safeguard databases.
- Prepares systems manuals for user training and data processing; provides training on the system to users.
- Investigates and evaluates new application and system techniques.
- Contributes to the District's Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.
Liaison
- Maintains liaison relationships with user agencies to assure their comprehensive understanding and involvement in the systems definition, design, development, and implementation.
Performs other related job duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Considerable knowledge of the principles and techniques of systems analysis.
- Considerable knowledge of data processing needs for their assigned area.
- Considerable knowledge of high-level programming languages, database management techniques, and structured programming methods.
- Considerable knowledge of the laws, ordinances, statutes, and rules that pertain to the operation of assigned departments.
- Considerable knowledge of the capabilities and limitations of data processing hardware and software.
- Considerable ability to conduct needs analysis for user requirements and recommend goals and procedures for district applications and systems.
- Considerable ability to communicate effectively with both IT and non-IT personnel, both orally and in writing.
- Considerable ability to conduct sound feasibility studies for the application of data processing programs.
- Considerable ability to create detailed systems design specifications.
- Considerable ability to establish effective working relationships with user departments in order to cooperatively develop district applications and systems that meet their needs.
- Considerable ability to train users with various levels of IT experience in the use of new applications.
PHYSICAL/MENTAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas and have close visual acuity. Additionally, the following physical abilities are required:
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
WORKING CONDITIONS
General office setting; frequent interruptions and many deadlines to meet.
WORK SCHEDULE, PAY, AND BENEFITS
This is a 12-month position working 40 hours per week.
Pay range for this position is: $70,212 - $109,756
Maximum hiring step = step ten (10)
