Procurement Analyst

Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a Procurement Analyst to join our Acquisition Services team to support our government customer in Carlsbad, New Mexico.

The successful candidate will be responsible for supporting management and Procurement Specialists for daily procurement activities. These activities may include but are not limited to: collecting analyzing market data, performing cost and price analysis, performing market research, supporting request for equitable adjustment resolution, developing independent cost estimates, file audits, perform compliance reviews, and assisting with assembly of consent packages. You will collaborate with cross-functional teams to identify opportunities to optimize acquisition performance, drive informed decision-making, and reduce risk. The candidate will track and assemble information related to the Acquisition Services department’s performance, analyze reports, support reporting mechanisms to optimize performance, and support acquisition performance indicators to increase efficiency. This role will be responsible to maintain and develop project documentation and update or modify as needed, provide documentation assistance to other technical areas of procurement related fields, provide documentation in order to respond to requests for information, and report status of procurement items to Management.

Knowledge, Skills & Abilities:

• Proven experience in a highly regulated industry
• Knowledge and/or certifications demonstrating professional experience
• Proficient knowledge of Microsoft Office Suite (e.g. Word, Excel, Outlook) and Adobe
• Familiar with government acquisition and procurement processes
• Proven ability to integrate well into a team and build relationships with stakeholders
• Strong analytical skills with the ability to translate market data into supporting documentation
• Able to evaluate audits, reports, regulations, and other relevant material as a basis for developing analysis and acquisition supporting documentation
• Excellent problem-solving and critical-thinking abilities
• Effective verbal and written communication skills, including the ability to present complex concepts to non-technical stakeholders
• Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with stakeholders, customers, and management

Exempt Grade Level(s) (28-32)

• Bachelor's degree with three (3) years of professional experience, or
• Associate's degree with seven (7) years of professional experience, or
• High School Diploma or Equivalency with eleven (11) years of professional experience in a highly regulated industry is required.

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.

Preferred Requirements:

• Experience with Oracle financial software.
• Knowledge of FAR and DEAR regulations.
• Previous experience with the WIPP or the Department of Energy.

Minimum salary $69,444 per year of a larger salary range - the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
