What are the responsibilities and job description for the Division Manager (Design) position at Salt River Pima-Maricopa Indian Community?
Essential Functions: Essential functions may vary among positions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. Tasks:
1. Provides direct and indirect supervision for professional and technical staff with expertise in rights-of-way, geographical information systems and mapping, civil engineering, and architecture.
2. Provides leadership and technical guidance. Ensures competencies are maintained in all of the latest design technology, methods, and best management practices.
3. Prepares plans, specifications, estimates, contracts and other associated documents for SRPMIC projects.
4. Reviews plans, specifications, reports, estimates, and change orders prepared by outside consultants and contractors.
5. Provides construction management activities, including but not limited to: scheduling, quality control inspections, invoice/quality review, and coordination with consultants and contractors.
6. Assists other Managers with engineering management activities, such as project audits, schedule monitoring, cost estimating, document/quality control, drawing production and design review.
7. Makes presentations at public hearings, public meetings and SRPMIC Council meetings. Maintains appropriate records and safe record keeping of official business, confidential, and sensitive information.
8. Manages Design Division operations, including budget preparation and tracking. Ensures spending and budget issues are within the parameters established by funding sources.
9. Prepares periodic progress reports and quarterly reports.
10. Ensures that engineering projects are safely executed within budget and on schedule according to plans and specifications approved by the Salt River Pima-Maricopa Indian Community.
11. Provides assistance and general support to the Director of Engineering and Construction Services.
12. Responsible for a wide range of technical areas, including but not limited to: utility coordination, right of-way easements, in-house engineering and architectural design, geographical information systems, consultant design management, and technical planning.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of engineering and construction principles, concepts, methods, techniques, and practices, including preparation of plans, specifications and construction documents for a variety of construction and public works projects.
- Knowledge of and familiarity with the operation and use of tools, including, but not limited to: engineer's measuring wheel, surveyor's level, tripod and rod, tape measure (cloth and steel), and drafting tools (engineer scale, compass, etc.).
- Knowledge of current construction standards, building codes, Handicapped accessibility and other applicable Federal, State, and local building and/or safety requirements.
- Knowledge of SRPMIC Code of Ordinances, General Development Plan, Development and Design Standards for Commercial Corridors, Community Vision Statement, local design guidelines, and various technical references.
- Knowledge of, and skills in, structural, mechanical, electrical, civil and architectural design.
- Knowledge of basic land surveying fundamentals and the Public Land Survey System.
- Skill in use of personal computer, including software applications such as: Autodesk Civil3D, Microsoft Office, and various drainage, structural, and estimating software or applications.
- Skill in evaluating engineering designs, plans and specifications.
- Skill in establishing and maintaining effective working relationships with landowners, field staff, contractors, skilled trades and office personnel, consulting engineers, contractors, public officials and representatives of outside agencies and organizations.
- Skill in assigning priorities and in measuring accomplishment as well as adjusting deadlines when necessary. Ability to work from management level requests, sketches, contracts, plans, memoranda, letters, and oral and/or written instruction, with little hands-on supervision at remote locations.
- Ability to manage, supervise and evaluate personnel; able to gather, interpret and compile reports. Ability to communicate efficiently and effectively both verbally and in writing.
- Ability to walk, stoop, climb, and bend, work in extreme weather conditions, and have ability to inspect building sites up to a height of 50 feet.
Education: Bachelor's degree from accredited university in civil engineering, construction, or architecture or closely related field
- Professional technical registration in civil engineering or closely related field is preferred.
Experience: Minimum of 4 years of engineering and construction experience, and a minimum of 2 years’ experience in management of engineering, construction or closely related field.
Equivalency: Any equivalent combination of experience and training that would allow the candidate to satisfactorily meet and perform the duties required of the position may be considered in meeting the stated minimum qualifications.
