Definition: Under general supervision of the Environmental Programs Supervisor, the Environmental Technician (Air Quality), helps implement the Community Development Department’s (CDD) Air Quality Program activities to meet the Environmental Protection Agency (EPA) requirements under the Environmental Protection & Natural Resources Division (EPNR). This position assists with the completion of all tasks and deliverables related to the Salt River Pima-Maricopa (SRPMIC) Climate Pollution Reduction Grant and provides ambient air quality information and regulatory services to the Community on air pollution levels as necessary to protect the public health and welfare and to effectively contribute to the attainment of the National Ambient Air Quality Standards (NAAQS). This job class is treated as FLSA Non-Exempt.
Distinguishing Features: The Environmental Technician is distinguished from the Environmental Specialist and Senior Environmental Specialist by work experience and education relating to air quality programs and federal, state and Tribal air pollution regulations.

Examples of Tasks
1. Functions as a member of the CDD-EPNR AQP:
- Responsible for ensuring air quality data results adhere to the guidance and protocols specified by the monitoring Quality Assurance Project Plan (QAPP) and all Standard Operating Procedures (SOPs).
- Participates in scheduled AQP meetings and audits.
2. Assists with the completion of all Climate Pollution Reduction Grant (CPRG) tasks and deliverables:
- Helps to coordinate and facilitate outreach/stakeholder meetings for information gathering purposes and to satisfy grant requirements.
- Prepares written reports for and participates in discussions with the United States Environmental Protection Agency as needed.
- Works with the AQP to gather information to complete the Greenhouse Gas Emissions Inventory for the Community.
3. Coordinates day-to-day operations of the air-monitoring program:
- Assists with the management of the PM filters, and related data processing and coordination of the automated data network.
- Installs and operates equipment and instruments used to collect and measure ambient air quality.
- Maintains periodic calibrations and verifications of equipment within schedules required by the QAPP.
- Handles highly sensitive air quality samples and maintains high Quality Assurance/Quality Control (QA/QC) standards.
4. Training: Learns the processes, procedures and techniques required for the monitoring and preservation of the Community’s air quality.
- Performs hands-on training with the Environmental Specialist, Senior Environmental Specialists, and Environmental Engineer.
- Attends CPRG and air quality training as assigned.
- “Shadows” senior staff in the performance of their duties.
- Learns to install and operate equipment and instruments used to collect data.
- Learns grants management and all aspects of the CPRG measures and deliverables.
5. Environmental Education and Outreach: Provides environmental education and outreach to the Community regarding air quality and CPRG related activities.
- Relays vital information to the Environmental Programs Supervisor and environmental programs staff.
- Delivers information to the public about various environmental topics, and works to solicit participation for grant success.
- Assists with outreach presentations at public meetings regarding programmatic and technical issues, and relays information important to the protection of human health, natural resources and the environment.
Assists with the planning of and participates in outreach events like Earth Day and Fall Overhaul.
6. Miscellaneous: Performs other job-related tasks as assigned by the Environmental Programs Supervisor, CDD Assistant Director, or CDD Director.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
- Skill establishing and maintaining effective working relationships with other Community employees and residents.
- Skill with both verbal and written communication.
- Skill in the use of photographic equipment and in gathering data.
- Skill using a computer and job related software such as Microsoft Applications.
- Ability to learn technical skills.
- Ability to handle multiple assignments simultaneously.
Minimum Qualifications
- Education & Experience: Graduation from High School or a GED equivalent is required.
- For enrolled Community members without a GED, must obtain a GED. Requires participation in the HR GED Program and successful completion of the Arizona state certified exam in order to continue employment with SRPMIC.
- Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
- Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Special Requirements
- Must possess and maintain a valid Arizona Driver’s License.
- Requires the ability to collect environmental quality samples under a variety of working conditions.
- May be required to stand or walk for extended periods and be exposed to severe weather conditions including heat and cold as well as lift and carry special (heavy) equipment or other objects.
