Under general direction from the Health & Human Services (HHS) Department Chief Medical Officer, provides senior level project management at RPHC, and facilitation of AAAHC accreditation for the HHS Department.  This job class is treated as FLSA Exempt.

Distinguishing Features: Bringing a specialized management consulting expertise to improve the performance of the government/organization. Working within the government structure to resolve business issues and implement solutions in organizational effectiveness/development, strategic planning or process improvement. This position serves as an internal consultant that operates within an organization to provide support, increase efficiency and/or productivity. Their responsibilities include analyzing issues within an organization and providing solutions to those problems. An internal consultant will work closely with management to facilitate development of policies and appropriate infrastructure to achieve AAAHC accreditation and improve services to the community. The end goal will be to implement projects and policies to improve the operations in key areas as driven by management and achieve AAAHC accreditation. .  Innovation:

2. Change ManagementAssists with the development of a structured approach to change to help ensure a beneficial transition while mitigating disruption. Utilizes change management best practices including organizational readiness, stakeholder analysis and change communications in order to improve project success and post-implementation customer adoption. 
 
Project Management:  
  1. Lead Role: Serves as Senior Project Manager on multiple, concurrent high complexity projects.
  • Determines, documents and manages project scope, schedule and budget.
  • Communicates effectively to all levels of the organization.
  • Adheres to industry wide best practices for project management
  • Effectively manages budget, scope, and resources associated with projects
  • Leads a project team composed of internal and external customers within the department as well as consultants.
  • Facilitates the advancement of the project through various phases of project implementation.
  • Analyzes projects to ensure conformance with Community and departmental strategic plans
  • Resolves the most difficult problems and conflicts, both technical and non-technical.

Ensures that project progress, assumptions, scope changes, issues and risks are appropriately documented and addressed.

2. Process Analysis and Design:  Works with staff at all levels of the organization to design and document processes and facilitate development of policies, processes and infrastructure to achieve AAAHC accreditation. .
  • Completes business modeling and process re-design including customer meetings and documentation.
  • Reviews and analyzes data in order to problem solve or determine solution options.
  • Conveys information in an appropriate method and format to drive decision making.
  • Serves as a facilitator in various types of analysis and problem solving meetings.

 3. Data Analysis: Assists with data analysis as it relates to solving/address organization problems and issues.  Assists with process of data collection and brings technical expertise to ensure the quality and accuracy of that data, then process, design, and present it in ways to help leadership make better decisions 
 
Mentorship: Mentors leaders within HHS department on project management and data analysis to drive larger organization change and impact.  Supports and encourages the professional development of the mentee and provides active guidance to help them achieve their goals. 

4. Research:  Conducts product analysis, cost-benefit analysis and product selection to ensure purchases are compatible with the SRPMIC environment and meets the long-range needs of the Department and Community. 
 
Planning and Execution:  Handles strategic alignment of projects, long term goals and operational and management reporting.
  • In conjunction with the Chief Medical Officer, executive team and the Quality Administrator, works to implement and operationalize the requirements to achieve AAAHC accreditation. 
  • Works within the business to solve and/or mitigate current and anticipated workforce challenges, proactively identify the critical workforce requirements necessary to execute strategic business plans.
  • Works with Executive leadership team to align functional and strategic plans that incorporate business needs, assess gaps and leverages tools to model mitigation plans through scenario planning. 
  • Works with the executive team to identify and develop the leadership needs and internal capacity of the department and facilitates strategic changes in project scope or assignment across the team. 
  • Works with the executive team and senior leaders, develop and implement programs to support employee engagement, rewards and recognition, and morale. 
  • Works with the executive team, quality management and senior leaders to define Key Performance Indicators (KPIs) on various projects.
  • Collaborates with the executive team and Quality Management in the development of strategies to improve operational efficiency and/or performance, including oversee the development of operational plans which identify future operational resource requirements to ensure performance targets are met.
  • Leads and interprets quantitative and qualitative analyses that contribute to the development of strategic insights.
  • Works as a senior project lead with respect to planning and execution of the self-governance compact. 
  • Continuously measure and assess progress against existing strategic plans to ensure practical business alignment and exhibit the ability to lead cross-functional projects in the design of alternative approaches.
  • Creates action-oriented insights, content and recommendations in written materials for senior and executive leaders.
  • Provide strategic guidance and ensure the execution and implementation of standardized, scalable and sustainable processes that meet organizational requirements.
  • Maintains and utilizes up-to-date knowledge of healthcare trends. 

Knowledge, Skills, Abilities and Other Characteristics:
  • Knowledge of the history, culture, laws, customs and traditions of the SRPMIC.
  • Knowledge of Project Management Methodologies such as Waterfall and Agile.
  • Knowledge of HIPAA regulations 
  • Knowledge of Structure Query Language (SQL).
  • Knowledge of the technical documentation process.
  • Knowledge of project management including design, implementation planning, documentation and project completion.
  • Knowledge of training program development and management.
  • Knowledge of relational database theory.
  • Knowledge of root cause and corrective action analysis.
 
  • Skill with verbal and written communication.
  • Skill with Business Analysis and Process Re-engineering.
  • Skill processing data into action plans and directives to meet objectives.
  • Skills presenting technical concepts to non-technical executive staff.

  • Skill with scheduling applications such as Microsoft Project and Microsoft SharePoint

Education & Experience:   A Bachelor’s degree from an accredited college or university in Information Systems/Technology, Healthcare Administration, Project Management, Public or Business Administration or compatible discipline required.  Master’s degree preferred.
  1. Seven (7) years experience in project management or strategic planning required.
  2. Five (5) years supervisory experience required.
  3. Two (2) years working within a healthcare related industry preferred
  4. Professional Project Management (PMP) Certification preferred.

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
