MAJOR FUNCTIONS:
The Program Director is responsible for the overall clinical management and administrative operations of his/her assigned program(s). He or she is responsible for managing and monitoring the job performance of all program employees; assuring the quality of clinical services provided to persons served and the communications between program employees and agency administration.
DUTIES AND RESPONSIBILITIES:
· Supervises and monitors the environment to ensure that behavioral guidelines are followed, a therapeutic environment is maintained, and interpersonal relationships remain positive.
· Monitors quality, effectiveness, and efficiency of the program’s clinical services and safety of the environment of care.
· Manages program services, improves existing services, and develops new treatment components to meet the needs of persons served.
· Helps develop, implement, and deploy agency policy and procedures.
· Provides clinical and administrative supervision to program staff.
· Interviews, hires, trains, appraises, disciplines, and may terminate subordinate staff.
· Provides administrative supervision for plant operations; ensures a safe and secure environment of care.
· Ensures clinical staff maintains accurate, complete, and timely records that comply with regulatory standards and agency internal policy and procedure.
· Ensures that all program staff upholds the agency's Code of Conduct/Code of Ethics and comply with all Federal, state and local law/regulation, including 42 CFR confidentiality and HIPAA privacy and security regulations.
· Interfaces with other department and clinical program directors to meet the agency’s goals and objectives.
· Plans, develops, and conducts in-service training to maintain and improve staff competencies.
· Participates in internal management/quality improvement committees.
· Represents Samaritan Village at community and public forums.
· Adheres to all responsibilities and duties of a New York State-mandated reporter.
· Keeps abreast of changes in the field.
· Performs other duties as requested.
QUALIFICATIONS:
· Master’s Degree in Social Work or Mental Health Counseling or Psychology with four-six (4-6) years’ experience in substance use and/or mental health treatment. Plus, at least three-five (3-5) years of administrative/supervisory experience in the field of addiction and/or mental health for designated programs.
AND
· OASAS CASAC certification (Advanced or Master Level) if not a licensed NYSED Qualified Health Professional (QHP) for designated programs.
AND
· OASAS Clinical Supervision Foundations I & II (30 hours): Successful completion required by all Advanced and Master Level CASACs within one year of the hire date for designated programs.
OR
· A licensed NYSED Qualified Health Professional (QHP) with licensure as LMSW or LMHC or LCSW or Psychologist with at least four-six (4-6) years’ experience in substance use and/or mental health treatment. Plus, at least three-five (3-5) years administrative/supervisory experience in the field of addiction and/or mental health services.
· Knowledge of evidence-based treatments, managed care principles, and behavior practices.
· Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and EHR.
· Seminar in Field Instructions (SIFI) preferred or a willingness to obtain SIFI within one year from the date of hire for all Program Directors who are Social Workers.
· Knowledge of OASAS, OMH, CSAT guidance.
· Ability to implement and monitor policy and procedure in accordance with agency guidelines.
· Knowledgeable of Federal, State, and local law and regulations governing treatment programs for substance use disorder.

WORK ENVIRONMENT:
A combination of sitting and standing is required for large portions of the day. Flexibility and patience are required. Must be able to work at times under stressful conditions. A work week in excess of forty hours is common.
Salary : $95,000 - $103,000
