The Role

Under general direction of the Vice-President, the Program Director is responsible for the overall clinical management and administrative operations of the assigned program. The Program Director is responsible for managing and monitoring the job performance of all program employees; assuring the quality of clinical services provided to persons served and the communications between program employees and agency administration. This work is carried out in support of the mission and goals of Samaritan Daytop Village.

 

Responsibilities

What You Will Do

  • Serves as administrative lead and monitors therapeutic environment to ensure smooth day to day operations of the facility and ensure interpersonal relationships remain positive and a therapeutic milieu is maintained.Hi
  • Monitors quality, effectiveness and efficiency of program’s clinical services and safety of environment of care. Oversight of clinical operations, including but not limited to, program evaluation and monitoring of outcomes; adjusting treatment programming based on patient needs; initiating new programming based on changes in addiction treatment landscape.
  • Provides monthly utilization, linkages, and outcome reports to Vice-President as needed.
  • Manages program services, improves existing services, and develops new treatment components to meet the needs of persons served.
  • Fosters and develops relationships with local community leaders, and other agencies within the catchment area for designated programs.

  • Helps develop, implement and deploy agency policy and procedures.
  • Provides clinical and administrative supervision to program staff.
  • Interviews, hires, trains, appraises, disciplines and may terminate subordinate staff.
  • Provides administrative supervision for program operations; ensures a safe and secure environment of care.
  • Ensures clinical staff maintains accurate, complete and timely records that comply with regulatory standards and agency internal policy and procedure.
  • Ensures that all program staff upholds the agency's Code of Conduct/Code of Ethics and comply with all Federal, state and local law/regulation, including 42 CFR confidentiality and HIPAA privacy and security regulations.
  • Interfaces with other department and clinical program directors to meet agency’s goals and objectives.
  • Plans, develops, and conducts in-service training to maintain and improve staff competencies.
  • Participates in internal management/quality improvement committees.
  • Represents Samaritan Village at community and public forums.
  • Adheres to all responsibilities and duties of a New York State mandated reporter.
  • Keeps abreast of changes in field.
  • Performs other duties as requested.

Qualifications

Who You Will Be

  • NYSED Qualified Healthcare Professional (QHP) – LMSW or LCSW or LMHC license. 
    • OR 
  • OASAS CASAC Certification as an Advanced Counselor or a Master Counselor.
    • AND 
  • OASAS Clinical Supervision Foundations I & II (30 hours): Successful completion required by all Advanced and Master Level CASACs. (Not required if licensed as an NYSED QHP such as LMSW, LMHC, or LCSW.)
  • High School Diploma and at least Six plus (6 ) years of clinical experience in substance use and/or mental health treatment, preferably within an OASAS-regulated 819 or 820 Residential Treatment Program with at least Three-Five (3-5) years of experience functioning in an administrative/supervisory capacity.
    • OR
  • Associate's degree in the Human Services field and at least Five plus (5 ) years of clinical experience in substance use and/or mental health treatment, preferably within an OASAS-regulated 819 or 820 Residential Treatment Program with at least Three-Five (3-5) years of experience functioning in an administrative/supervisory capacity.
    • OR
  • Bachelor’s Degree in the Human Services field and at least Four-Six (4-6) years of clinical experience in substance use and/or mental health treatment, preferably within an OASAS-regulated 819 or 820 Residential Treatment Program with at least Three-Five (3-5) years of experience functioning in an administrative/supervisory capacity.
    • OR 
  • Master’s Degree in the Human Services field and at least Four-Six (4-6) years of clinical experience in substance use and/or mental health treatment, preferably within an OASAS-regulated 819 or 820 Residential Treatment Program with at least Three-Five (3-5) years of experience functioning in an administrative/supervisory capacity.
    • AND
  • OASAS CASAC certification as an Advanced Counselor or Master Counselor if not, a licensed Qualified Health Professional (QHP) by NYSED.
    • AND
  • OASAS Clinical Supervision Foundations I & II (30 hours): Successful completion required by all Advanced and Master Level CASACs.
    • OR
  • Master’s degree in social work or other Human Services field and at least Three-Five (3-5) years of experience in substance use treatment preferably within an OASAS-regulated 822 Outpatient Treatment Program with at least Three-Five (3-5) years of experience functioning in an administrative/supervisory capacity.
    •  AND
  • A Qualified Health Professional (QHP) such as a NYSED LMSW or LMHC or LCSW.
  • Available to work a flexible schedule as needed in response to program and staff needs.
  • Computer literacy including proficiency in Microsoft Office Suite and EHR.
  • Ability to work under pressure with excellent organizational skills.
  • Ability to maintain confidentiality of patient records.
  • Experience working directly with people from diverse racial, ethnic and socioeconomic backgrounds.
  • Team player and ability to work independently. Possession of strong time management, writing and communication skills.
  • Evidence of excellent interpersonal skills; ability to supervise, coach, mentor, develop, train and teach substance use providers/other clinical discipline providers.
  • Ability to implement and monitor policy and procedure in accordance with agency guidelines.
  • Knowledge of federal and state law/regulation governing substance abuse treatment, including confidentiality, security and privacy of protected health information.
  • Knowledge of OASAS, Joint Commission, CARF, and CSAT guidance.
