Position Summary: The Hallow by Samaritan House is seeking a Program Director to oversee its Therapeutic Group Home for up to 8 sexually exploited and trafficked youth. The Program Director is responsible for all aspects of administration and management, developing and maintaining policies and procedures for the program including those for Department of Behavioral Health and Developmental Services. Ensure the residential home follows state licensure requirements. In addition, they will be responsible for managing the budget and have financial responsibilities such as ensuring insurance billing and credentialing is completed accurately and on time.
Job Responsibilities:
- Research best practices and employ evidence-based programs to trafficked minors at the therapeutic group home that will maximize program effectiveness.
- Follow a trauma-informed, harm reduction, survivor-centered approach in service delivery to trafficked youth at the therapeutic group home.
- Hire and ensure staff coverage at the therapeutic group home, staff coverage required 24 hours a day, 7 days a week.
- Responsible for supervision and training of all staff and volunteers as well as providing direct services to trafficked youth as needed.
- Ensure case review meetings are being held biweekly, weekly, or as needed with the appropriate program staff.
- Collaborate with the Department of Social Services (DSS), Family Assessment and Planning Team (FAPT), Department of Behavioral Health and Developmental Services (DBHDS) mental health counselors, behavioral health staff, forensic specialists, local law enforcement, state police, federal agencies such as Homeland Security Investigations and the Federal Bureau of Investigations, and any other anti-human trafficking service agencies in a multi-disciplinary team approach.
- Monitor program and service delivery to ensure quality of services are being delivered.
- Define and implement programmatic policy for approval by the Executive Director.
- Assist with the writing of grant applications and proposals as needed.
- Manage program contracts and reporting, including statistical reporting.
- Ensure accurate data collection and outcomes are achieved for grants and other funders.
- Ensure appropriate food delivery and service.
- Ensure physical maintenance of building by requesting Facilities Manager for repairs and/or maintenance.
- Other projects and duties as assigned.
Required Background:
- Preferred a master's degree in social work, psychology, counseling, or nursing and a combination of two years professional experience with children in a children's residential facility and in administration or supervision; or
- A baccalaureate degree in social work, psychology, counseling, or nursing and a combination of three years professional experience with children in a children's residential facility and in administration or supervision; or
- A baccalaureate degree and a combination of four years of professional experience with children in a children's residential facility and in administration or supervision.
- Working knowledge of issues relating to human trafficking and services for children that have trauma.
- Must pass criminal background check with fingerprints.
- Valid Virginia Driver’s License in good standing.
Required Skills:
- Knowledge of and adherence to agency mission, policies, and procedures, including Code of Conduct and mandatory reporting requirements.
- Basic computer literacy/windows: Word, Excel, and Outlook etc.
- Experience with high-paced multitasking and organizational skills
- Versed in the dynamics of human trafficking.
- Knowledgeable of the symptoms of post-traumatic stress and other disorders as the relate to childhood trauma and human trafficking.
- Versed in the principles of empowerment and able to demonstrate this in all interactions with clients, volunteers, and staff.
- Knowledgeable of the legal rights of victims of trafficking and how to assist them in accessing the legal system.
- Ability to demonstrate excellent written and verbal communication skills in English, second language is preferred.
- Ability to teach/train adults and children.
- Ability to work within a team model of service delivery.
- Demonstrated ability to take initiative and make sound decisions.
- Maintain a clear driving record.
- Ability to maintain a current CPR certification.
Required Physical Skills:
- The incumbent should be able to work at least a 40-hour a week with no physical limitations in normal ranges of sitting, standing, walking, talking, and lifting up to 25 pounds.
- Ability to operate a motor vehicle, car, truck, and van.
- Ability to conduct and participate in meetings at various locations
