Position Summary:
The Construction Manager must be a licensed Professional Engineer with a minimum of 4 years of experience in management of roadway improvement projects for Local Government and or TXDOT. The Construction Manager’s role provides daily management of the construction project scope, schedule and budget objectives through his/her team to ensure contractual compliance with contract construction drawings and specifications.
Position Duties and Responsibilities:
- Manage the scope, quality, schedule, cost and payment certifications for the construction and post-construction phases of the project in accordance with TXDOT local government requirements.
- Assist in developing construction contract award documentation for owner.
- Establish and supervise the construction team, providing project team leadership by clearly defining project objectives and member roles.
- Manage timely execution of the construction contracts.
- Conduct the pre-bid and pre-construction conferences.
- Provide construction contract administration audits to enforce contract requirements. This includes periodic on-site visits and the monitoring of submittals, field reports, and test reports.
- Provide oversight and provide input for coordination to Assist. Construction Manager for Construction Contractor’s submittals between Design Engineers and Construction Contractors, as appropriate.
- Manage field engineers and inspectors with a safety mindset.
- Provide oversight and auditing practices to document control system by ensuring proper filing of construction phase documents and maintain such files until turned over to the Senior Construction Engineer at project close out.
- Function as the primary contact with representatives of the design engineer, contractor, materials testing firm, and the internal team members.
- Arrange and conduct all construction meetings; ensure meeting minutes are properly prepared and issued. Attend contractor weekly/monthly meetings.
- Routinely review (audit) correspondence between Field Inspectors and Construction Contractors for compliance.
- Document correspondence related to quality, schedule or administrative disputes with contractors.
- Liaison between Design Engineers and Construction Contractor regarding issues of design, constructability, drawings or specifications.
- Liaison with Senior Construction Engineer, Client, TXDOT and Construction Contractors regarding contractual issues between owner and the contractor.
- Upon request from owner, negotiate on their behalf for contract changes with Construction Contractor to develop a proposed Change Order to owner with recommendations.
- Monitor and document quantities on changes agreed to be paid on Time and Material basis.
- Routinely review (audit) all daily and weekly inspection reports to ensure appropriateness.
- Review and submit monthly progress report to owner and other required stakeholders.
- Review and recommend approval of contractor progress payment applications.
- Manage material testing subcontracts.
- Be vigilant for signs of potential claims and mitigate causes.
- Analyze change orders for schedule impacts.
- Monitor Construction Contractor’s compliance with TXDOT environmental requirements and coordinate contractor activities with environmental and safety personnel.
- Conduct final inspection and with Owner input establish final Construction Contract punch list.
- Provide oversight and guidance for all construction contract closeout procedures, including preparation of final record drawings by Design Engineer, notifications and responses to warranty issues, and anniversary inspection prior to warranty expiration(s).
