Job Scope
Oversees daily operation of a singular department or campus. Directs staff, which should include people managers,
in the development and implementation of departmental or campus policies, procedures and programs. Adheres
to both district policy and governmental regulations concerning department or campus operations. Manages
departmental or campus structure, development, training, and planning.
Position Summary
The Director, Operations Business Services is responsible for preparing all financial documents associated with the
Operations Division to include department budgets and all other related documents. The position provides
training and recommendations to maintain compliance with state and federal guidelines. Assists the Chief
Operations Officer with budgetary recommendations necessary to operate.
Essential Functions / Key Responsibilities
1. Collaborates with the Finance Department that all transactions are recorded timely, accurately and in
accordance with GAAP, GASB, FASB, and TEA guidelines to include JV’s and BCR’s for all programs.
2. Monitors and maintains financial data to ensure that all Operations Division accounts are in balance and
general ledger reflects all financial transactions in the appropriate accounting and reporting period.
3. Manages and coordinates negotiation, processing and preparation of internal and external service
contracts, requests for proposals, and service/maintenance agreements.
4. Supervises, reviews, and initiates payroll adjustments; oversee the payroll functions for Operations.
5. Prepares monthly and annual department financial reports timely and accurately.
6. Develops standard operating procedures for department finance functions. Provide corrective actions for
fiscal findings performed by the Internal Auditing team.
7. Manages departmental budget development and oversees execution of all budget processes.
8. Provides budget and finance training for the division as need.
9. Provides department data for key performance indicators put in place to monitor department efficiencies.
10. Manages and submits Payroll and Status Forms as needed to the Finance Office in a timely manner
11. Serves as primary office liaison with Central Office
12. Performs other related duties as assigned within the appropriate skill and experience capabilities expected for
this position.
Minimum Requirements
- Bachelor’s degree from an accredited college or university or 4 years equivalent experience
- 10 year’s progressive experience in Accounting, Finance, or Budget or closely related field
- 4 years of progressive leadership experience to include:
o Coaching, Mentoring, Developing and Performance Managing employees or teams
- Experience using the Texas Education Agency’s finance and accounting procedures and guidelines, and
- Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee
Preferred Requirements
- Master’s degree from an accredited college or university in related field
Knowledge, Skills & Abilities
- Demonstrated organizational skills and communication skills – written and oral
- Demonstrated knowledge of Fund Accounting, Financial Reporting, and Financial Analysis and the
- Management style compatible with the position
- Proven ability to analyze complex financial data and trends
- Advanced skills with Perpetual Inventory Databases, Microsoft Word, Excel and other similar computer
- Experience school district finance accounting
