GENERAL SUMMARY
The Controller / Deputy Chief Financial Officer provides leadership and sets the direction for accounting, budgeting, and procurement activities. This position is responsible for the primary oversight of the finance related functions, will contribute to the strategic direction, and assist in ensuring the financial health of the organization.

ESSENTIAL DUTIES & RESPONSIBILITIES

- Provides interpretation of financial policies, governmental legislation, accounting theory, and customer financial regulations. Researches, recommends, and implements solutions to issues relating to accounting, auditing, budgeting, legal contracting, and other business practices.
- Leads, supervises, directs, and evaluates assigned staff. Supervisory functions include, but not limited to, prioritize assignments, directs work and meets established deadlines, and completes employee performance assessments.
- Oversees and provides individual contribution to the preparation of financial statements and reports, including the Annual Budget, Annual Financial Report, quarterly financial and investment reports. Briefs the Board of Directors to ensure compliance with State law.
- Leads the development of capital improvement plans (CIP), five-year operating plan, and renewal and replacement (R&R) plans for the River Authority. Develops financial strategies to support the execution of plans.
- Formulates policies and provides the overall financial direction and financial analysis for the River Authority within the guidelines established by the board of directors, general manager and Chief Financial Officer.
- Reviews internal controls and implements process enhancements, as applicable.
- Coordinates the cash management, including monitoring and investing idle funds. Oversees the bank depository contract and reviews banking activity. Serves as an Investment Officer.
- Works with the River Authority’s Financial Advisor to provide necessary information related to the issuance of debt instruments or other services. Ensures compliance with debt covenants and annual reporting requirements.
- Exhibits attention to detail while leading the monthly and annual close process. Monitors the balancing of subsidiary ledgers monthly including payroll, accounts receivable, fixed assets, encumbrances, billing, and accounts payable.
- Supports the development of utility rate models and makes recommendation on proposed rate structure and rate changes.
- Coordinates grant development, submission, award, and reporting in collaboration with other River Authority departments. Ensures the delivery of required reporting and compliance with granting agencies.
- Performs related work as required.

This position directly supervises senior staff, analyst(s), accountant(s), technician(s), specialist(s), and/or intern(s).
MINIMUM QUALIFICATIONS
Required Education and Experience
- An Undergraduate degree from an accredited college or university in Finance, Accounting, or Business Administration and ten (10) years of increasing responsibility in finance, accounting, or economics; or a combination of experience and education that results in the required knowledge, skills, and abilities.
- Certified Public Accountant preferred.
