About the Role
As the Elections Business Applications Manager, you will oversee the development, implementation, and management of technology solutions that support the critical functions of the Registrar of Voters. This position plays a key role in ensuring the integrity, efficiency, and security of election-related business applications and IT systems and will responsibility for:
- Strategic IT Leadership – Develop and implement business application strategies that align with the mission and objectives of the Registrar of Voters.
- Technology & Business Integration – Work closely with internal and external stakeholders, including executive leadership, to ensure seamless integration of technology into election operations.
- Project & Resource Management – Lead IT projects, manage budgets, and optimize resources to ensure successful delivery of business solutions.
- Team Development & Performance – Oversee a team of IT professionals, fostering a culture of innovation, accountability, and continuous improvement.
- Security & Compliance – Ensure IT systems meet regulatory standards, security protocols, and best practices for election technology.
- Proven experience managing IT teams, projects, and business applications in a governmental, election-related, or enterprise environment.
- Strong ability to leverage technology to enhance operational efficiency and service delivery.

Availability: Incumbents may be required to work overtime, irregular hours (including evenings and weekends) and perform recurring on-call or standby duties as necessary.

EXPERIENCE REQUIREMENT: | Option 1: Four (4) years of experience conducting business systems analysis, technology-based feasibility studies, and managing IT related projects. -OR- Option 2: Three (3) years of experience conducting business systems analysis, technology-based feasibility studies, and managing IT related projects within in an elections office office environment including experience with voter registration databases, electronic poll books, ballot tabulation systems, and results reporting software. |
SUPERVISORY/LEAD EXPERIENCE REQUIREMENT: | Three (3) years as an IT project lead or providing full scope supervision to automated/business systems analysts, programmers, or comparable positions engaged in technology operations or the development or assessment of business application/systems. Experience may be concurrent. |
EDUCATION REQUIREMENT: | Sixty (60) semester or ninety (90) quarter units of completed college coursework in business/public administration, information management, computer science, or closely related field. A list of coursework or copies of transcripts must be submitted with the application, unless applicant possesses a Bachelor's degree in a qualifying area. Unofficial transcripts are acceptable. |
EDUCATION SUBSTITUTION: | Additional qualifying experience may substitute for up to 30 semester (45 quarter) units of education on the basis of one (1) year of qualifying experience for 30 semester (45 quarter) units of education. |
- Experience working in a government agency, elections office, or highly regulated environment
- Strong understanding of business applications, database systems, and enterprise IT solutions
- Experience supervising IT teams, providing technical guidance, and fostering professional development
- Strong project management skills with the ability to oversee multiple IT initiatives
- Ability to collaborate with executive leadership, government agencies, and external stakeholders
- Experience with election management systems, voter registration databases, ballot processing, and GIS mapping systems (preferred)
- Ability to work under pressure and meet strict election deadlines
- Strong problem-solving and critical-thinking skills
- Excellent communication skills to interact with technical and non-technical stakeholders
- Understanding of public records management and data privacy laws
