The Human Services Administration (HS Admin) Department is recruiting for Statistical Data and Research Outcomes Analyst Trainee* who plan, organize, develop, and implement analysis and statistical applications for Human Services programs within the Research, Outcomes and Quality Support (ROQS) Unit. ROQS Statistical Data and Research Outcomes Analyst Trainees are responsible for data analysis and evaluation for several Human Services agencies including: Child and Family Services (CFS), Transitional Assistance Department (TAD), and Department of Aging and Adult Services (DAAS).  The analyst trainee will work closely with the Human Services Agency staff to provide data and analysis, survey design and implementation, create and maintain dashboards, and develop program evaluations. Analysts may be required to present their findings at small to large forums.  

There is an immediate vacancy in the HS Administration Research, Outcomes and Support Unit (ROQS). The incumbent will support the Transitional Assistance Department.

CONDITIONS OF EMPLOYMENT
 
  • Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.  
  • Background Investigation for the Probation Department Positions Only: Candidates must pass a background investigation, which includes, but is not limited to, a fingerprint check and a polygraph test.  Applicants must not have been convicted of a felony or currently be on court ordered probation (or have been within the last year).
  • Travel: Some overnight travel may be required for conferences or state meetings. Additionally, travel throughout the County may be required and employees will be required to make provisions for such transportation.
  • Promotion:  Statistical Analyst Trainees are eligible for promotion to Statistical Analyst ($3,158.13 - $4,123.60 monthly) upon meeting minimum qualifications and receipt of a satisfactory work progress report. Employees must qualify for promotion to Statistical Analyst within 12 months or be terminated.
Applicants must meet the following education requirements:
Education
A Bachelor's Degree from an accredited college or university recognized by the United States Department of Education in Statistics, Math, Social Sciences, Public/Business Administration, or closely related field. Qualifying education must include twelve (12) semester (18 quarter) units of completed upper division coursework in Statistics or Research Methodology.  

NOTE: An unofficial transcript listing all completed coursework must be submitted with the application.

Desirable skills include the ability to:
  •  Manipulate data and prepare visualizations using Excel
  • Conduct and interpret the results of multivariate analysis using statistical methods
  • Prepare visualizations using business intelligence platforms (Tableau and Power BI)
  • Utilize Geographic Information Systems (GIS) software products for spatial analysis
  • Query data and write scripts using SQL; utilize relational database systems
  • Program data-related commands using SAS, SPSS, STATA, R, Python, or equivalent
  • Create automated reports and develop data dashboards for web publication
  • Conduct studies and/or analysis of Demographic/Epidemiological/Health/Crime Statistics or evaluations to measure government program/policy effectiveness
