The Capital Development Project Manager provides support to develop, monitor, and maintain scope, cost, and schedules for capital transportation projects, and participate in technical and project management studies related to the SANDAG capital improvement program. This position will perform complex and difficult project management duties that require specialized skills, advanced technical knowledge, and expertise.  

SANDAG’s Project Management Support Office Overview 

SANDAG’s Project Management Support Office is responsible for developing, implementing policies, directives, guidance and tools related to project management and project delivery; including training and other support needed across the organization such as maintaining the standards of project management by monitoring scope, cost, schedule, risks, resources and quality for all projects within the agency’s capital program.  

This includes monitoring and controlling projects budgets, resources and schedules and streamlining project management for over 100 projects, with a multiple year investment of over $9 billion. SANDAG partners with Caltrans, transit operators and local jurisdictions in order to implement these major transit, highway and bikeway projects throughout the region. In addition, the Project Management Support Office maintains public accountability by ensuring data quality of the public TransNet Dashboard, an interactive tool which provides in-depth reporting on the progress of TransNet funded Major Corridor projects.  

  • Assist in the development of policies, procedures, and memos related to project management and project delivery. Coordinate and gather input on recommended changes to SANDAG’S project delivery policies and make recommendations.   
  • Provide updates of the existing project delivery policies and assist in the development of a new program project management policies. This includes input on organizational streamlining opportunities and strengthening cross collaboration between capital delivery divisions.
  • Provide guidance and direction to the Project Management Systems and Data Analysis offices on the development of new tools.   
  • Develop communication and document sharing framework for PPM functions that integrates Microsoft Teams, internal Program/Project Management (PPM) website, Microsoft Sequel Server (MS SQL), Microsoft Sharepoint, Tableau and Cold Fusion.
  • Review and provide feedback on programming documents including but not limited to Project Initiation Documents (PIDs) and Project Reports (PRs).
  • Coordinate with the Program Project Malmanagement offices and project delivery teams to develop and update SANDAD’S project delivery desk manuals and trainings. Create online searchable repository for desk manuals and procedures related to project management and project delivery.
  • Provie recommendations related to alternative delivery methods including Progressive Design Build (PDB), Construction Manager/General Contractor (CM/GC), Design Build (DB), and Job Order Contracts (JOCs). 
  • Provide risk management support to project managers for risk planning, risk identification, risk analysis (qualitative & quantitative), risk monitoring and control. Additionally, provides support for standardizing the existing risk register and for setting up best practices for risk workshops, risk reports and risk control procedures. Reviews Watch List reports in relation to delivery risks, potential supplemental allocations, costs overruns and schedule delays.
  • Provide project change management support for documenting scope, cost and schedule change requests. Review and provide recommendations for project change requests. Ensure that when the scope, cost, schedule, and/or output of a project changes, or when projects are deleted, split, or combined, the change must be documented in an appropriate change management document.
  • Provide cost estimating support for determining the project base estimate, including capital (Roadway, Structures and Right of Way) and support cost estimates, contingency and escalation factors. Support the development and improvement of cost estimate templates and tools. Support the development and usage of monthly market trends associated to the cost of materials, wages and prices indexes.
  • Bachelor’s degree with major course work in engineering, project management, or a related field. A master’s degree or PMP certificate is desirable.  A combination of education and recent work experience may be considered in lieu of the bachelor’s degree. 
  • Minimum of five years of increasingly responsible, professional project control, project scheduling, project management, finance, or budgeting experience preferably supporting the delivery of capital projects, including some lead or supervisory experience.
  • Demonstrated experience developing and delivering numerous project management tasks and deliverables.
  • Experience providing technical guidance to project team members and collaboratively preparing and maintaining detailed, critical path-based project schedules; knowledge of Work Breakdown Structure (WBS) particularly related to resource planning, milestones, and deliverables.
  • Demonstrated knowledge of the principles and practices of management and project control measures; experience consulting and strategizing with project managers and providing technical guidance for the development of project management plans for complex capital improvement projects.
  • Experience monitoring and evaluating project management processes; ability to prepare summary reports that communicate project status; identify existing or potential scope changes, risks and schedule problems and ensure these are adequately communicated to project managers.
  • Knowledge of the principles and practices related to various phases of capital project development including planning, design, engineering, right-of-way, environmental review, and construction; familiarity with Caltrans standard construction and engineering specifications and project delivery methodologies is desirable.
  • Knowledge of federal, state, and local sources of regional transportation funding; ability to interpret laws, codes, and regulations pertaining to capital project funding, financial programming, budget development, and project control.
  • Knowledge of the roles and functions of various federal and state agencies such as FHWA, FTA, state Departments of Transportation, Transportation Commissions, and other similar entities. 
  • Outstanding written and oral presentation skills and the ability to communicate clearly and concisely to a variety of audiences including project teams and elected officials; experience preparing clear and concise administrative and management reports.
  • Experience coordinating project teams and supervising and evaluating the work of professional and technical employees; demonstrated ability to mentor and develop employees. 
  • Strong proficiency with Microsoft Office Suite and other PC-based applications and budget software. 
  • Experience with project scheduling techniques and software including Primavera, Clarity, MS Project or similar systems. Project risk management techniques and software including @Risk or similar software. 
  • Experience with project cost estimating techniques and software including the development and improvement of cost estimate templates and tools.
