The Project Control Analyst  will develop, monitor, and maintain cost, scope, and schedule for capital transportation projects, and participate in technical financial and project management analyses related to the SANDAG capital improvement program. This role will also provide technical and financial project management analyses and support to staff and project managers.  


*Two positions are available; these positions will be filled at the Associate or Senior level depending on the qualifications and experience of the selected candidates. *

 

SANDAG'S Capital Project Office Overview 

SANDAG’s capital projects' budget is the largest component of the SANDAG Program Budget, and it’s a direct result of state legislation that made SANDAG the responsible agency for construction of major regional transit facilities. This component of the budget includes the multi-year TransNet Major Corridor and Regional Bikeway Program and other transit and capital improvements. Examples of this work include the LOSSAN Rail Realignment, North Coast Corridor Program, bike infrastructure, and Otay Mesa East Port of Entry projects.

 

SANDAG’s Capital Project Office is responsible for maintaining the standards of project management by monitoring cost, scope, and schedule for all projects within the agency’s capital program. This includes budget development, resource planning, and scheduling and streamlining project management for over 100 projects, with a multiple year investment of over $9 billion. SANDAG partners with Caltrans, transit operators and local jurisdictions to implement these major transit, highway and bikeway projects throughout the region. In addition, the Capital Project Office maintains public accountability by ensuring data quality of the public TransNet Dashboard, an interactive tool which provides in-depth reporting on the progress of TransNet funded Major Corridor and Regional Bikeway projects.

Senior Level (in addition to Associate level responsibilities):

  • Manage the development of detailed project schedules using Work Breakdown Structure (WBS), resource planning, earned value techniques, and critical path analysis with project team members from SANDAG, Caltrans, transit agencies, and consultant staff; coordinate and integrate numerous project delivery schedules into an overall Master Program Schedule.
  • Develop and maintain budgets for projects in a large and complex capital program, coordinate project budget amendments.
  • Manage the quality control of data on the TransNet Dashboard, prepare monthly updates to project schedules and ensure budget, expenditure, and estimate to complete (ETC) data accuracy in the TransNet Dashboard and various reports.
  • Assist in developing and providing training curriculum for SANDAG Project Managers and project team members with a focus on the project development process and best practices for project management of capital projects.
  • Develop new and efficient project control processes to communicate technical information, ensure accuracy and transparency with internal and external stakeholders.
  • Prepare comprehensive technical and project status reports that summarize findings, alternatives, and support recommendations; deliver presentations and recommendations to project teams, Executives, the Board of Directors, and various Policy Advisory Committees such as Transportation Committee and Independent Taxpayer Oversight Committee (ITOC).
  • Represent department to committees, community groups, and other organizations; conduct workshops, training courses, and outreach efforts for project managers to teach principles, techniques, and strategies related to project management and scheduling.
  • Supervise, mentor, train and provide career development opportunities for entry-level staff. 

Associate Level:

  •  Provide technical guidance to analyst staff, project managers, and other functional departments for the development of accurate capital budgets and schedules for various highway, transit, and bikeway projects that receive funding from multiple sources; support project managers with budget development and budget control activities. 
  • In collaboration with Capital Project Managers and senior staff, develop, monitor, and maintain cost, scope, and schedules for capital projects; review and analyze budgets for thoroughness and reasonableness; coordinate project budget amendments. 
  • Review project schedules and analyze for thoroughness and reasonableness; conduct quality assurance; ensure schedules are in alignment with industry standards, are based on sound methodologies, and are in the best interest of SANDAG and its partner agencies. 
  • Revamp or create new tools or spreadsheets to comprehensively track TransNet Major Corridor and Regional Bikeway Program projects against Ordinance planned pledges.  Track remaining commitments and provide transparency to the Independent Taxpayer Oversight Committee and Board of Directors.   
  • Coordinate updates and improvements for the TransNet Dashboard, a web-based dashboard which provides an online, interactive reporting tool for TransNet funded projects; prepare updates to project schedules and ensure budget, expenditure, and work completion data accuracy in the TransNet Dashboard and various reports. 
  • Provide analyses and assistance to ensure budgets, milestones, work percent complete data, and estimate at completion (EAC) values are maintained in Primavera or similar database. Maintain scheduling information internally for all CIPs to present in schedule updates with Directors.
  • Research, compile, and analyze project development and implementation status; track progress against timelines and funding requirements; analyze data and prepare comprehensive technical reports that summarize findings, describe alternatives, and support recommendations to policymakers to ensure that the region fully leverages all available funding.
  • Conduct project risk assessments and incorporate risk factors into budget and project schedule development; research and make recommendations for reducing or accounting for risk and other known or anticipated issues in project budgets and schedules. 
  • A bachelor’s degree with major course work in engineering, planning, project management, financial management, public administration, or a related field. A master’s degree or PMP certificate is desirable.  A combination of education and recent work experience may be considered in lieu of a degree.
  • Experience in project control, project scheduling, project management, finance, or budgeting experience preferably supporting the delivery of capital projects (Associate 3 years, Senior 5 years). 
  • Demonstrated experience developing, monitoring, and maintaining numerous project budgets preferably for a comprehensive, regional capital improvement program; experience coordinating project control functions and activities and developing project budget control measures.
  • Demonstrated experience providing technical guidance to project team members and collaboratively preparing and maintaining detailed, critical-path based project schedules; knowledge of Work Breakdown Structure (WBS) particularly related to resource planning, milestones, and deliverables.
  • Experience monitoring and evaluating project progress; ability to prepare summary reports that communicate project status; ability to identify existing or potential schedule problems and ensure these are adequately communicated to project managers.
  • Knowledge of the principles and practices of budget preparation and management and project control measures; demonstrated experience consulting and strategizing with project managers and providing technical guidance for the development of budgets for complex capital improvement projects.
  • Knowledge of federal, state, and local sources of regional transportation funding; demonstrated understanding and ability to interpret laws, codes, and regulations pertaining to capital project funding, financial programming, budget development, and project control.
  • Outstanding written and oral presentation skills and the ability to communicate clearly and concisely to a variety of audiences including project teams and elected officials; experience preparing clear and concise administrative and management reports.
  • Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including member agencies, city and other government officials, and community groups; ability to gain cooperation and consensus through discussion and persuasion.
  • Experience coordinating project teams and supervising and evaluating the work of professional and technical employees; demonstrated ability to mentor and develop employees (Senior).  
  • Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities in a fast-paced environment and work independently.
  • Demonstrated computer software proficiency using Microsoft Office, advanced knowledge of Microsoft Excel, and budget software (experience with Tyler/Munis preferred).
