Purpose
Settled in the award-winning San Diego Convention Center, the Public Safety Supervisor is a position of considerable responsibility tasked with ensuring all aspects of life safety and security at the San Diego Convention Center facility.

 

Position Description
This position leads a shift of Public Safety employees in the operation of the fire/life safety systems, crowd management, security operations, confronting and intervening in unsafe situations, and acts as a first responder to all emergencies in or around our facility. The unique nature of this job requires strong leaders who can be turned to and guide others by providing courage, decisiveness, initiative, and resourcefulness during times of crisis or emergency.

Must have open availability to work the below shifts, as we work on a rotational schedule. 

1st: 6:00am - 2:30pm
2nd: 2:00pm - 10:30pm
3rd: 10:00pm - 6:30am

Essential Duties and Responsibilities

  • Conducts daily pre-shift briefings with assigned Representatives to discuss all activities in the facility, including building maintenance and equipment projects, and any pertinent information compiled within the Guest Services or Public Safety Divisions.
  • Shares specific scheduled functions for the assigned shifts and ensures tasks are completed in a safe, timely, and thorough manner to provide the appropriate level of services to internal and external clients.
  • Responsible for conducting a daily patrol of the San Diego Convention Center facility to monitor event activity and ensure the safety of guests by conducting quality assurance of services performed and identifying potential safety hazards for immediate resolution. Includes daily checks during event activity of escalator and elevator equipment to ensure they are operational and free of hazards.
  • Prepares for and composes incident and building damage reports as needed, including investigating, and reviewing all data for reported incidents before report submission to management.
  • Utilizes various security-related technologies, including access control systems, life/fire/safety systems, camera surveillance, incident reporting, shift log software, and mobile communication devices.
  • Utilizes web-based payroll software for completing time and attendance for employees.
  • Administer first aid and/or CPR to guests or employees when required.
  • Ensures accurate and timely communication occurs with team members and other departments to keep key roles informed as information develops.
  • Is the lead crowd control manager and coordinates guest movements throughout the facility, making staffing adjustments, or providing direction as needed.
  • Provides on-going, routine training to employees regarding Fire/Life Safety, building procedures, and protocol outlined in Public Safety standard operating procedures and corporate policy.
  • Monitors the performance of employees under their supervision and, when necessary, conducts employee coaching/counseling with immediacy, fairness, tact, and respect.
  • Responsible for accurately documenting employee investigations.
  • Reviews and updates timesheets for employees under their shift supervision to check for accuracy, including input of shift assignments and tracking absenteeism/tardiness.
  • Act as the incident manager in the absence of the division manager to lead and coordinate any emergency responses.
  • Liaison with local law enforcement and first responders to coordinate emergency responses or incident investigations.
  • Other duties may be assigned.

 

Supervisory
The Public Safety Supervisor is directly responsible for supervising a shift of full-time and part-time union represented employees in the Public Safety division. The supervisory responsibilities are to be carried out per the San Diego Convention Center Corporation’s policies, procedures, and applicable federal, state and local laws.
Responsibilities include training employees; planning, assigning, completing annual evaluations of employees, and directing work; quality control of services rendered; efficiency and effectiveness in the production of work; recognition and coaching of employee performance; as well as addressing complaints and resolving problems. Supervisors are responsible for team building and maintaining morale with employees and peers.

 

Qualifications

Education and/or Experience
Associate degree (A.A.) or equivalent from a two-year college or technical school and four (4) years of security, hospitality or law enforcement experience or equivalent combination of education and experience. At least three (3) years of experience directly supervising employees and directing daily work, with a strong understanding of the principles of team building and performance management is strongly preferred. Experience in a large public assembly facility is desirable.

Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to compose routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

 

Mathematical Skills
Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with complicated situations using reasonable and appropriate judgment according to the circumstances.

 

Certificates, Licenses, Registrations
Must have a valid California driver’s license (non-resident students and military must have a valid driver’s license from their U.S. state of residency) and a clean driving record. First Aid / CPR certification must be completed within the first six (6) months of employment. California Guard Card preferred. Crowd Manager training is highly desired.

 

Other Skills and Abilities
Must possess excellent verbal and non-verbal communication skills including the ability to provide calm, clear direction and assistance during emergency and non-emergency situations, and answer questions of guests and employees regarding the facility in the English language. Must exhibit diplomacy, integrity, and innovation in working with a diverse employee and management team. Strong computer literacy with experience in word processing and spreadsheet applications to compose routine written reports and correspondence within a limited period for department and corporation management. Must be able to work and rotate between all three shifts which may include evenings, weekends, and holidays.

While performing the duties of this job, the Supervisor is regularly required to be mobile between the Security Base Station and the Supervisors office location. Throughout the day the Supervisor is required to be mobile around the facility to monitor employee assignments, attend briefings and line-ups, and respond to both emergency and non-emergency situations. The Supervisor is regularly required to be stationed at a computer to access and complete electronic reports and timecard records. The Supervisor must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The ability to hear, understand, and distinguish speech and/or other sounds (e.g., machinery, vehicles, fire alarms, or 2-way radio transmissions).

The offices for Public Safety Supervisors are located on a dock-level area of the Convention Center with no immediate access to external windows. Indoor HVAC unit monitors and controls temperature and airflow. Lighting is provided by overhead bulbs and lamps. The noise level in the offices and Security Base Station is usually moderate and includes noise from employees talking, and machinery in operation outside the office as well as on the dock. During patrol and incident responses, work areas for this position may be located on different show floors, which include lobby areas, front driveway, and security base, loading docks, exhibit halls, mezzanine level, and upper-level meeting rooms. While on the show floor, employees may be exposed to moving mechanical parts and equipment, such as forklifts and electric carts, as well as loud noises originating from the use of individual and multiple quantities of mechanical equipment. The employee is occasionally exposed to biohazards, toxic or caustic chemicals, exhaust fumes, airborne particles, and risk of electrical shock for both indoor and outdoor environments. The noise level on the show floor is usually loud. The outside work environment includes exposure to uneven street pavement and sidewalks and high levels of pedestrian and vehicular traffic. Exposure to hot and cold environments. This position requires frequent interaction with guests and the public while at the facility.
