The mission of the Water Authority is to provide a safe and reliable water supply to its 23 member agencies serving the region's $268 billion economy and 3.3 million residents.The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability. The Operations & Maintenance DepartmentThe Operations and Maintenance (O&M) Department is responsible for operating the Water Authority's aqueduct delivery system; ensuring facility security and emergency preparedness; and maintaining and managing the fleet and various other assets. Specifically, the department controls water deliveries to meet member agency demands; manages dam and reservoir operations; ensures water quality; oversees water treatment plant and power generation operations; maintains all vehicles and heavy equipment; provides electro-mechanical support; implements the Asset Management Program (AMP); complies with all applicable environmental regulations; and develops and manages computerized Supervisory Control and Data Acquisition (SCADA) and system maintenance programs.The Ideal Candidate The ideal candidate will have the ability to identify maintenance and repair needs, understand their own skills and limitations, and lead the work of contractors as required. This person will have substantial experience maintaining and repairing a building or facility, including electrical, HVAC, plumbing, landscaping/irrigation, and gate/door systems. This person will be proactive and skilled in preventative maintenance to ensure systems are performing efficiently and to minimize the need for major repairs. The ideal candidate will have strong organizational skills and the ability to perform administrative tasks such as maintaining computerized records, managing inventory, contacting vendors and purchasing stock items. This person will also have the ability to work independently and in a team environment. The ideal candidate will have a positive customer service attitude, and the interpersonal skills to work effectively with a variety of staff, disciplines, and vendors.

EXAMPLE OF DUTIES
The Facilities Services Technician performs a wide variety of advanced journey level duties in the maintenance, repair, and servicing of the Water Authority Kearny Mesa building, facilities, and grounds; day-to-day activities or projects requiring skilled tasks in the areas of electrical, plumbing, heating, air conditioning, landscaping and irrigation, gate/door systems and physical security such as access card systems, fire alarm systems, etc.; other duties such as installing and moving furniture, painting, drywall repair, flooring, lighting and other construction related tasks; purchasing supplies and materials; operates light and medium duty motorized equipment such as a manlift and forklift; and leads the work of contractors.Distinguishing CharacteristicsThis is an advanced journey level and lead worker class in maintenance and servicing of buildings, facilities and grounds. Incumbents perform a variety of skilled and lead worker duties in the maintaining, repairing, servicing, and cleaning of Water Authority buildings, facilities, grounds, parking lots, and systems, such as, HVAC, electrical, plumbing, fire suppression systems, elevators, minor building and facilities construction, painting, minor electrical maintenance, repairing carpeting, fire and burglar alarms; and the operation of light and medium duty equipment used in facilities maintenance. Acting as a lead worker, an incumbent is given work assignments requiring advanced technical knowledge/skills and is expected to exercise greater independent judgment and initiative in completing assignments.Representative DutiesThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.Performs advanced journey level duties involved in the inspecting, diagnosing, troubleshooting, maintaining, repairing, and servicing of buildings, facilities, grounds equipment, components, and machinery associated with the building maintenance including plumbing, electrical, air conditioning, painting, motors, and bearings.Plans, supervises, and inspects the work of assigned personnel; lays out work from instructions and/or work orders, using blueprints, sketches, and drawings; estimates time and materials for assigned work; requisitions material, supplies, tools, and equipment required for assigned work; coordinates work assignments with other staff, sections, divisions or departments.Disconnects electrical sources, uses lockout/tagout procedures to block electrical sources; reconnects and operates equipment at panel for maintenance purposes.Operates forklifts, scissor lifts, compressors, jackhammers, portable and stationary generators, steam cleaners, ladders, pneumatic, hydraulic and electric tools, and related tools and equipment.Responds appropriately to emergency and urgent situations.Plans, lays out, inspects, leads, and participates in the work of crews engaged in the maintenance of landscaping at Water Authority-owned buildings and facilities.Performs rough and finished carpentry; mixes, pours, and finishes concrete in the maintenance and repair of buildings and facilities.Responds to inquiries and complaints regarding Water Authority buildings, facilities, grounds, and parking lots.Participates in the preparation of budget recommendations; requisitions tools, equipment, and supplies; authorizes the purchase of tools, equipment, supplies, and materials; monitors expenditures to control costs.Schedules, coordinates, and supervises the work of outside contractors in the maintenance, alteration, modification, and repair of buildings, facilities, grounds, and parking lots.Monitors, coordinates, and inspects the work of contractors engaged in the installing, maintaining, repairing, and servicing of Water Authority-owned building mechanical systems, such as, emergency generator, electrical, fire suppression systems, pluming, landscaping, janitorial, floor mat, HVAC, elevators, and fire and security alarms.Coordinates and schedules the use of the headquarters motor pool vehicles; in collaboration with Fleet Service, inspects motor pool vehicles for cleanliness, safety, and to ensure maintenance and servicing standards are maintained; schedules and arranges for the cleaning, servicing, maintaining, and repairing of motor pool vehicles; updates and maintains a variety of records related to the headquarters motor pool.Performs the moving and/or storing of supplies, furniture, equipment, and chemicals; receives incoming freight and delivers or notifies staff of items ordered.Prepares and maintains a variety of records, reports, and files including preventive maintenance schedules, job plans, timecards, worksheets, accident reports, and maintenance requests using a computerized maintenance management system (CMMS).Develops, reviews, and updates written maintenance and security instructions and schedules for building maintenance activities, safety, and access.Recommends special work or necessary equipment maintenance and inspects completed work; ships out, returns, or repairs items for replacement, calibration, or credit.Schedules and coordinates activities with other staff, departments, and divisions.Identifies, schedules and performs the timely and accurate completion of preventive and predictive facilities maintenance activities using a CMMS.Acts as point of contact for regulatory building inspections, assisting scheduling, providing documentation, escorting regulatory representatives, and executing follow-up repairs and reinspection.Identifies special work, recommends repairs, coordinates outside services and/or performs special work or necessary equipment maintenance; performs inspection and repairs; verifies repairs by contractors; and documents completed work using a CMMS.Researches new operational methods, techniques, and equipment, and recommends their application; researches and identifies new vendors and products for stock in the central storeroom.Procures and maintains an inventory of janitorial supplies for the building and creates and maintains a supply storeroom for issuance.Performs locksmith services like but not limited to replacing cores and procuring padlocks and door lock hardware.Schedules, coordinates, and supervises activities of contract security personnel.Controls the issuance of building keys, parking permits, building security code, and security pass cards; maintains key and pass card logs.Monitors and adjusts building temperature using a computerized climate control system.Supervises trash and recycle pickup services and maintains cleanliness of the trash and recycle pickup area.Assists with room set ups for large agency events.Performs invoice processing; Work may be required on a dark Friday (closed Friday) or weekend.
