Position Summary
Reporting to the Career Center Manager, the Intake & Eligibility Specialist is responsible for responding to initial client contacts, determining participant eligibility, ensuring all documentation is provided in an organized fashion, and facilitating enrollment of participants into the WIOA (Workforce Innovation and Opportunity Act) Adult and Dislocated Worker program in the America’s Job Center of (AJCC) California Network (referred to as career centers) located throughout San Diego County. This position provides intake, educates clients on program requirements and range of offerings across SDWP, facilitates eligibility processing, and provides application assistance when needed. The position will focus on the designated program, as well as other assigned special projects or programs.
Essential Functions
- Acts as initial point of contact for clients seeking enrollment and provides/facilitates self-service by clients. Supports Career Center Assistants in guiding walk-in clients to self-service resources.
- Coordinates overall online, telephone, and in-person intake, assessment, and orientation process. Conduct/facilitate orientation for incoming clients as needed.
- Determine and assist program application and eligibility processing based on client needs.
- Process applicant documents, enter data/documentation, and update all progress in program designated data tracking systems.
- Ensure applicants understand the programs and services offered by SDWP. Provide clear guidance and expectations of customer program participation.
- Communicates programmatic policies and procedures to clients.
- Partners with and assists Programs Department intake and eligibility processes including training cohorts.
- Provide referrals as needed to local partner programs.
- Support client documentation and maintenance of files. Understand and comply with applicable privacy regulations.
- Participate in technology training as needed and utilize required technology platforms for interacting with customers and collecting documents.
- Ensure that metrics are tracked, and enrollment goals are met.
- Implement processes that increase positive customer engagement.
- Follow established guidelines to ensure that exceptional customer service is provided to each client in line with recommended service standards. Follow the internal policies and procedures that are in the Workforce Partnership's Operations Manual.
- Work with co-located partner programs to conduct eligibility for dual and co-enrollments.
- Perform other related duties as assigned.
Job Requirements
- Associate degree in education, social work, business administration or related field.
- Two to four (2–4) years of program, case management and/or providing eligibility determination for program services experience.
- Two to four (2-4) years’ experience supporting program implementation.
- Knowledge of WIOA program guidelines and eligibility criteria.
- Excellent interpersonal and communication skills, with the ability to effectively engage with individuals from diverse backgrounds and varying levels of education and experience.
- Strong writing, verbal, and presentation skills.
- Exceptional organizational skills and attention to detail to accurately gather and maintain participant information.
- Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint
Fundamental Requirements
- Bachelor’s degree in education, social work, business administration or related field.
- Knowledge of WIOA regulations and policies and CalJOBS, or similar to a public-funded program.
- Familiarity with local community resources and services related to employment, education, and social services.
- Bilingual an additional language Career Center Specific (Spanish).
- Salesforce experience.

Compensation for this position ranges from $30.36-$43.98.
In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
