Position Overview:

The Interim Director, People & Culture (IDP&C) will be responsible for the administration of day-to-day operations of the People Operations department while the Senior Director, People & Culture is on a leave of absence. Reporting to the Chief Legal Officer and working closely with the Senior Director of Health Equity, the IDP&C will ensure that employees are being managed and tracked comprehensively and consistently, in alignment with SFAF's emphasis on its values (shown in the Organizational Summary above), and with a focus on Equity and Health Justice.

  • The IDP&C will hold responsibility for the consistent, clear, and equitable treatment of all employees as they interact with the People & Culture team and its systems.
  • The IDP&C will be responsible for the e.g., leaves, absences, questions on terminations), and will manage implementation and tracking of operational policy and contract compliance.
  • The IDP&C will oversee a team responsible for the many administrative aspects of the HR function, including filing, credentialing, invoicing, processing of terminations, grievances, and other employee-related actions, and recruitment support.

Essential Duties:

Under the direction of the Chief Legal Officer, the Interim Director, People & Culture works to ensure that the administration of the many programs and initiatives, including policies and HR compliance, is smooth, properly documented, and the records are well maintained.

  • HR Operations:
    1. Responsible for managing the operations and administrative function of Human Resources including recruiting, onboarding, performance management, employee relations, and offboarding
    2. Ensure that all HR functions and organizational policies/practices align with SFAF's values and advance the organization's mission and effectiveness
    3. Manage and improve the quality of information held about each employee and employee interaction at SFAF
    4. Manages priorities for Operations so that additions and changes are well communicated and managed in a timely and efficient manner
  • Benefits Administration:
    1. Perform benefits administration to include change reporting, auditing invoices for payment and communicating benefit information to employees
    2. Ensure that new employees are properly enrolled in benefits systems
    3. Partner with benefit vendors to resolve any staff or Foundation issues
    4. Manage open enrollment process on an annual basis
  • Employee Relations
    1. Works with Employee Relations Business Partner to ensures that all employee relations issues and grievances are properly documents, that SFAF policies are adhered to, and that problems are resolved in a timely manner
    2. Works with the Manager of Training & Development to provide employee and management training curriculum

Other Responsibilities:

  • HR Compliance
    1. Manages operational compliance with HR policies and with the HR aspects of contracts, including but not limited to government service contracts
    2. Responsible for providing employee information required to support performance on contracts requiring HR data
  • Manage Partners & Vendors
    1. Manages vendors related to HR administrative duties
    2. Coordinates with outside legal counsel when necessary

Essential Qualifications:

  • Excellent communication skills, including oral and written abilities
  • Ability to set priorities, make independent decisions, and collaboratively problem-solve
  • Strong commitment to the successful achievement of all elements of SFAF's strategic plan
  • Strong ability to supervise and develop staff, lead teams, and to work across the organization successfully and manage projects
  • Strong demonstrated systems and computer usage skills, including Microsoft Office products expertise
  • Ability prioritize well and manage multiple significant projects

Preferred:

  • Experience working within a nonprofit healthcare/social service setting
  • Experience leading the successful transformation of HR into a strategic and operational partner for the organization
  • Experience in the field of HIV/AIDS and familiarity with programs/services offered by organization
  • Experience working with SFAF's priority communities

Supervision:

Supervises a team of 3-5 specialists, managers, and administrators focused on people operations.

Physical Requirements:

  • Proficiency in using office equipment like computers, copiers, and phones.
  • Ability to perform routine bending, stooping, twisting, and reaching. Education and Experience:

  • Bachelors in Human Resources with a focus in HR, HR Operations or nonprofit management, or equivalent educational experience
  • Human Resources Management Certification
  • 6 years of experience working in progressively more senior HR roles, with an emphasis on operations and systems
  • At least three years of service-oriented nonprofit HR operations experience
  • HRIS experience, including selection and implementation of systems meeting the organization's requirements

This position will have access to protected health information (PHI) and may only access, use or disclose the minimum information necessary to perform their designated role on behalf of San Francisco AIDS Foundation, regardless of the extent of access provided.

Work Environment:

This position is primarily located at 940 Howard Street, San Francisco, however it may occasionally require traveling to other office locations or off-site meetings as required by the job. Role may include evening and weekend coverage.
