The 0943 Manager VIII – ZSFG Chief Integrative Officer (CIO) oversees the planning, development, and implementation of integrative operations and strategy for the hospital with a focus on behavioral health (inclusive of mental health, behavioral health, and substance use disorder) and social determinants of health. These services represent partnerships between ZSFG and the San Francisco General Hospital Foundation, the San Francisco Health Network, Department of Public Health (Mental Health SF- MHSF, CalAIM), and other entities, to unify, align and enhance services for the patients, families, visitors, staff, and providers at ZSFG.

This position will also assist in the implementation of the aligned ZSFG organizational strategic goals and the DPH strategic goals by introducing Lean principles to improve, interface, and support process improvement. The position will maximize resources effectively and efficiently to care for the patient population equitably. The ZSFG CIO partners with DPH and SFHN executive leadership, developing a stronger, more equitable workforce to optimize an effective health care delivery plan across the continuum. The CIO will participate in strategic dialogue with all executive-level leadership to build strong relationships and unite common goals in the endeavor of achieving integrative organizational targets. By partnering with executive-level leadership, this position will drive, influence, and promote change at all levels of the organization.

ESSENTIAL DUTIES :

The 0943 ZSFG Chief Integrative Officer performs the following essential job functions :

  • Provides leadership and guidance to programmatic leaders in the development of departmental targets, goals and priorities, operational and qualitative objectives, and policies and procedures that are congruous with the values, mission, and strategic plan of ZSFG and the Department of Public Health. Functions as an expert in the transformation approach, provides thoughtful leadership, applies and implements lean and other management principles across the hospital campus, and cultivates strong partnerships to develop and deploy standards and methodologies to assure long term impact.
  • Promotes and leads campus-wide integrative efforts for behavioral health and social determinants of health to ensure seamless care delivery; supervises managers and teams providing behavioral health care on the ZSFG campus.
  • Identifies and analyzes problems to guide implementation of appropriate action and evaluates the effectiveness of decisions.
  • Serves on committees to assist in planning, formulating, and executing policies, procedures, and programs; participates in budgetary and quality assurance processes, inclusive of reimbursement / revenue programs (for example, CalAIM).
  • Acts as a liaison between ZSFG and the Department of Public Health and Health Network services ensuring timely, effective bi-directional communication and coordination of activities in the implementation of behavioral and social determinants of health services.
  • Provides the necessary vision and leadership to effectively lead and direct transformative care by developing and achieving goals and objectives.
  • Provides direction, guidance, and administrative oversight to plan and develop activities, with other hospital department personnel, to promote a culture of continuous improvement, with a focus on the pillars of the True North (health equity, quality, safety, care experience, workforce care and development, and financial stewardship) while adhering to required standards and processes.
  • The ZSFG Chief Integrative Officer (0943) performs other duties as assigned or required.

    How to qualify

    Minimum Qualifications :

  • EDUCATION : Master’s degree in health administration, public health, or a closely related field from an accredited college or university.
  • Education substitution : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

  • EXPERIENCE : Four (4) years of management experience implementing systems change in a hospital or health system, all of which must include supervising professionals.
  • Note : One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

    Desirable Qualifications :

  • Experience managing hospital-based behavioral health services.
