Associate Vice Chancellor, Finance - District Office

PRIMARY FUNCTION: The primary responsibilities of the Associate Vice Chancellor of Finance (AVCF) include directing, administering and organizing the financial operations of the College, including but not limited to budget, accounting, financial reporting, payroll, accounts payable, treasury operations, cash management, ad valorem tax, federal and state tax, debt management, capital accounting, fixed assets, accounts receivable, student accounting, and records management.
The Associate Vice Chancellor of Finance will also assist the Vice Chancellor, Fiscal Affairs in short- and long-range financial planning and policy development.
Essential Job Functions:
  • Leads, through direct reports, the activities of all areas of College accounting and reporting, budget development, investments, the year-end closing and external audit process, and tax compliance, including federal, state and ad valorem tax.
  • Serves as key resource to the Vice Chancellor, Fiscal Affairs (VCFA) in overall District strategic planning for finance and budgeting, as well as the development and maintenance of a long-term financial plan to undergird the College's Strategic Plan.
  • Directs the annual process of setting the local property tax operating and debt levy rates, including issuance of taxing district's publication of legal notices and arrangements of public hearings, and preparing materials for approval of the annual tax rates per Texas property tax laws.
  • Formulates and recommends College policies and procedures to ensure compliance with federal, state, and local laws and regulations, and generally accepted financial accounting reporting and auditing standards and requirements.
  • Reviews and strengthens financial and accounting internal controls to ensure protection of financial resources, and to minimize internal and external audit findings.
  • Develops and establishes operational procedures and ensures implementation of appropriate financial systems.
  • Assists in all financing and refinancing transactions, along with VCFA, financial advisors, bond counsel, rating agencies, investment bankers, and appropriate accounting staff members.
  • Reviews and recommends investments and oversees transactions for the various College investment portfolios as an authorized Investment Officer of the College.
  • Provides support to Executive Director of the SJC Foundation in overall finance operations and other issues of the Foundation, as needed
  • Represents Finance and Accounting on various district-wide committees. Develops and presents to various internal and external groups. Work contacts include all employee levels including executive management, administrators, faculty, staff, and outside agencies and regulators.

Knowledge, Skills and Abilities:
  • Comprehensive knowledge of financial management principles and practices
  • Clear understanding of budgeting concepts
  • Ability to interpret and apply accounting principles and standards to complex financial transactions
  • Knowledge of information systems and technologies
  • Knowledge of ad valorem tax rules and regulations
  • Highly effective interpersonal skills to include demonstrated success in team building,
  • conflict resolution, and negotiation with internal and external parties
  • Demonstrated management, speaking, and writing skills
  • Ability to manage multiple projects and meet deadlines
  • Ability to lead and manage the operations of a large, complex, multi-campus district
  • Ability to provide creative solutions to complex problems
Required Education:
  • Bachelor's degree from a regionally accredited institution in accounting, business, management, or a related field.
Preferred Education:
  • Master's degree in accounting, finance or other related discipline.
Required Experience:
  • 10 years senior or executive level experience in a financial administrative position
Preferred Experience:
  • 7 years of experience in a state funded organization (preferably higher education)
Required Licenses/Certifications:
  • Must possess and maintain a valid Texas driver license.
  • Must be insurable through colleges' insurers.
Preferred Licenses/Certifications:
  • Certified Public Accountant (CPA) license.
Note: This position has opportunity for limited remote work arrangements with appropriate approvals and in accordance with the policies, procedures, and needs of the College.
