What You Will Be Doing:
Under general supervision, the Contracts Administrator is responsible for end-to-end contract administration, ensuring that HPSJ’s vendor contracts meet internal and external requirements, are executed and renewed on a timely basis and managed effectively in order to minimize risk. Excludes provider contracts. Work is varied and moderately complex, and requires a moderate degree of discretion and independent judgment.

Essential Functions:
- Provides proactive advice and recommendations to business owners relative to contracts.
- Manages the contract approval process, including amendments, ensuring that document packages are accurate, complete, and executed correctly and on time.
- Initiates renewal and renegotiations of contracts as directed.
- Monitors or assists business owners in monitoring vendor performance against contract terms; identifies anomalies and takes or advises on corrective action.
- Conducts financial impact and performance analysis of existing contracts; makes recommendations and implements.
- Assists with issuing, directing, and overseeing Request for Proposals/Request for Information (RFP/RFI) process including performing pre-qualification, conducting bidders’ conferences, evaluating proposals, conducting bid analysis and awarding contracts.
- Compiles, develops, and submits internal and external reports, including monthly submission of report and data certification to DHCS; implements and maintains appropriate and required data.
- Develops, implements, and maintains policies, procedures, guidelines and other documents; ensures understanding among staff.
- Maintains contract management system and required workflows.

What You Have:
Required
- Certified paralegal.
- Bachelor’s Degree in Prelaw, Finance or Business.
- At least four years managing vendor contracts in or for a health plan.
Preferred
- Master’s Degree.
- Experience in contract management for a Medicaid health plan.
