The principles of our STAR (Service, Teamwork, Attitude and Respect) culture creates an atmosphere in which providing exceptional service, demonstrating effective teamwork, maintaining a positive attitude, and showing respect to others is a key part of every employee’s job. As an Air Quality Engineer, you will gain valuable experience and become familiar with a variety of equipment and processes as you evaluate the design and operations of various industrial and commercial facilities throughout the Valley.  In the course of your work, you will prepare comprehensive technical reports assessing the feasibility of various air pollution control technologies, concluding with recommendations for new regulatory requirements and permit conditions.  

Specific professional level engineering work includes: reviewing and evaluating permit applications for a wide variety of applications, including calculating emission rates; determining compliance or non-compliance with air quality regulations; determining and recommending best available control technology; defining permit conditions and issuing authority to construct permits; reviewing permit and enforcement files in order to prepare materials and responses for variance requests, violation notices, case summaries, and Hearing Board referrals; providing information regarding regulation interpretation, permit preparation, and emission calculation methods; using computer software and programs to make engineering calculations and to enter and retrieve data; conducting or reviewing environmental audits, compliance inspections, toxic inventories, and source tests; maintaining accurate records and files; and preparing periodic and special reports.  

The current vacancy is assigned to the Permit Services department with vacancies located in our Fresno office.  The eligible list established as a result of this recruitment will be used to fill the current vacancy and may be used to fill future vacancies. 

Level I - Either a Bachelor of Science Degree in an appropriate engineering discipline OR a Bachelor of Science Degree in an appropriate scientific discipline such as environmental science, chemistry, physics, or biology along with possession of a California Engineer in Training Certificate.  

Level II - All of the above, plus three (3) years of experience in air quality engineering.

Qualified applicants should possess knowledge of engineering principles and practices, air pollution analysis techniques, applicable state and federal laws, rules, and regulations, industrial processes and pollution control equipment, computer applications as related to the work performed, and record keeping and report preparation practices.  Qualified applicants should also possess skill in computing complex engineering calculations quickly and accurately, performing detailed analysis of designs, specifications, and plans, and establishing and maintaining effective working relationships with those contacted in the course of the work.

When applicable, a valid California Drivers License or the ability to obtain one upon hire.

Those candidates who are deemed to be more qualified for the position, as a result of the written examination, will be invited to participate in an oral examination.  Employment consideration will be weighted as follows: Written Exam:  Pass/Fail; Oral Exam: 100%.
