Under the direction of the Director, the Captain is responsible for leading the day-to-day activities that may encompass Casino, Resort, and/or Reservation security. This position follows the Tribe First strategic initiative to guide decisions and evaluate the diverse risks and threats facing the Tribe, reservation, Casino, and now the Yaamava resort. The Captain oversees the security for Tribal Citizens, guests, vendors, and team members, to include planning, development, and implementing programs to improve the efficiency and effectiveness of Operations. The captain of Security is responsible for all operational project management efforts to drive strategic change. The captain ensures that the DPS team understand and comply with all current DPS policies, notification and communication protocols and training efforts. This position serves the Tribe by utilizing acquired subject-matter expertise to assist in the development of the Tribal public safety strategy, ensuring its effective implementation, evaluating its suitability, and utilizing measures to strengthen them. This is both a uniformed and non-uniformed, armed position, requiring compliance with all current California Bureau of Security and Investigative Services (BSIS) guidelines. This position ensures that critical safety and security services are provided in a business oriented, courteous, and professional manner.

Essential Duties & Responsibilities

1. Respond in a support and/or safety role to emergency incidents, act as incident commander, Liaison officer. Provide 24hr on call notifications and support if and as needed. Work in conjunction with the San Manuel Fire Marshal to plan and assist with monitoring of events.

2. Safeguards the protection of the Tribe, team members, guests, visitors, and stakeholders, while ensuring the optimal and efficient use of the workforce, equipment, and resources. Leads and inspire a large team in the delivery of best-in-class security and customer service. 3. Plans, Organizes, and leads the daily operational aspects of all functions of the Security department. Ensures integration with the intelligence division, along with other operational components of San Manuel enterprise to enhance the safety and security of all Tribal Members and Team Members.4. Plans, Organizes, and leads the daily operations of security team to include developing and implementing effective staffing levels and oversight of new personnel, recruitment, and hiring.5. Plans, manages, and tracks project plans in support of DPS Strategic Initiatives. Utilizes data and business requirements, creates processed, and drives implementation with scope of impact to both DPS and Tribe. Collaborates with and lends project management support and expertise to departmental projects with responsibility of ensuring defined scope, goals, and deliverables are provided and aligned with Tribe priorities.6. Ensures the department adheres to professional standards, Yaamava Brand Standards, compliance directives, approved procedures and policies, applicable Federal and State regulations along with all Tribal ordinances and regulations. Conduct investigations into employee conduct across the Enterprise and developing performance improvement plans as needed  within DPS.7. Develops, designs, and implements future strategic priorities for the security team to ensure continual support and effective operations. Manages the development and improvement of all policies and procedures, implementing best practices with respect to communications and crisis management. Identifies gaps in controls, processes, and policies. Leads, trains, and mentors all DPS personnel and directly supervises Lieutenants. 8. Develops internal systems for tracking requests and data to enhance operations. Identifies strategic and operational risk and business objectives in the development on ongoing monitoring of communications. Identifies opportunities for process and control enhancements and/or for developing recommendations to ensure continuity and effectiveness of the Security Team.9. Develops and leads a risk-based analytics element to identify and classify critical assets, helps proactively identify current and emerging security threats and help set operational priorities. Studies crime and other reports to determine trends and makes recommendations for changes in operating procedures to obtain the most effective results.10. Performs other duties as assigned to support the efficient operation of the department.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

Education/Experience/Qualifications

  • Bachelor’s degree in Criminal Justice, Security Business Administration, or a related field is required. Master’s Degree in related field is preferred.
  • Minimum of ten (10) years’ experience of progressive, relevant, or with a law enforcement or security agency is required.
  • Minimum of five (5) years leadership experience is required.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements.
  • Demonstrated ability to take decisive action based on all available information and using sound judgment, while collaborating with key stakeholders.
  • Management-level security management experience in a large corporate or other private sector setting is strongly preferred.
  • Strong strategic and critical thinking skills, executive level oral and written communication and presentation skills are required.
  • Ability to function in a dynamic and complex environment while providing a high level of service to numerous constituencies.
  • Must have experience building, motivating, and leading a professional team attuned to department business needs, risk, integrity, and excellence.
  • Very strong organizational, communication, and project management skills required.
  • Ability to comply with BSIS rules and regulations.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • Must have a valid driver’s license with an acceptable driving record as determined by the insurance carrier.
  • Must be able to comply with all current requirements set forth by the California Bureau of Security and Investigative Services (BSIS) for security officers within 90 days of employment.
  • Must be able to obtain and maintain a valid BSIS Guard Card.
  • Minimum POST Reserve Level II or comparable certificate required.
