The College And The District

The San Mateo County Community College District is home to Cañada College, College of San Mateo, and Skyline College. All three of our colleges are designated as Hispanic Serving Institutions (HSI) and Asian American and Native American Pacific Islander Serving Institutions (AANAPISI) enrolling approximately 32,000 students each academic year. The Position

Under general supervision, the Human Resources Representative performs specialized human resources functions and assists in the implementation of district and departmental human resources policies and procedures in a team environment with the primary objective of assisting the district in all aspects of talent management with an emphasis on creating an inclusive and healthy workplace.

Extensive public contact with tact and discretion is required to respond to inquiries concerning recruitment, employment, benefits, leaves, retirement plans, collective bargaining agreements, resource materials, policies, and procedures. A high degree of independent judgment and creativity are required to select and apply policies and procedures to resolve minor and occasional major problems that arise. The consequences of errors in judgment can be costly in public relations, employee time, and money. A Human Resources Representative can direct the work of student assistants and short-term temporary employees or other staff as assigned.

Duties And Responsibilities

The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position.   • Manage, coordinate, plan, and perform a variety of complex and technical functions related to employee services programs and activities, including recruitment, employment, compensation, benefits, leaves, and record maintenance in compliance with relevant laws, regulations, District policies and collective bargaining agreements.
  • In a timely and service-based manner, exchange information with job applicants, community organizations, business representatives, other educational institutions, district employees, and others concerning a variety of recruitment and employment issues, collective bargaining and employment policies and procedures, employee records, benefits, retirement plans, employee training programs, and human resources department services.
  • Assist in developing materials and delivering presentations to small and large groups.
  • Attend meetings, workshops, and other events to obtain and provide current procedural and policy information.
  • Compose, format, and prepare correspondence, memoranda, marketing materials, and reports from original ideas, recruitment materials, electronic communication, including websites, and a variety of other materials.
  • Conduct research, compile data for, and prepare statistical and narrative reports and spreadsheets; use computer software, to compose, format, track and prepare files, surveys, marketing trends, salary and classification comparative data, and other information for use in human resource department services and collective bargaining activities.
  • Maintain confidentiality of information regarding Board, district, personnel, student, collective bargaining, equal employment opportunity, or controversial matters.
  • Assist with pay and leave calculations in accordance with District personnel policies and collective bargaining agreements.
  • Conduct day-to-day data entry in various data management systems for employment, benefits, leaves, and retirement transactions in compliance with District policies and collective bargaining agreements.
  • Assist in resolving problems between District employees and assigned benefit programs and retirement plans, and recommend resolutions within the guidelines of plans or following established precedents.

Minimum Qualifications:

  • Associate’s degree in human resources, business administration, or a closely related field OR an equivalent combination of education and experience
  • Successful recent human resources experience of increasing responsibility in areas such as recruitment, selection, benefits administration, or classification and compensation
  • Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA backgrounds of community college students, faculty and staff

Physical Requirements

This classification requires in-person contact with individuals and groups; public speaking; manual dexterity; visual comparison; good memory; multi-tasking; reaching, pulling, pushing, stooping, bending; ability to access transportation and travel as needed.

Knowledge, Skills And Abilities

  • Ability to build and maintain positive working relationships with co-workers, employees, outside agencies, and the public using principles of good customer service.
  • Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting employment including collective bargaining agreements, laws, District policies, and procedures.
  • Ability to independently analyze and make decisions and recommendations regarding programs, procedures, and operations with regard to areas of responsibility and exercise sound judgment when issues should be elevated to upper management.
  • Ability to perform intermediate to advanced tasks using computer and data management systems.
  • Ability to maintain composure and tact during high-stress situations and under heavy workloads with conflicting priorities and frequent interruptions while needing to prioritize work and meeting deadlines.
  • Knowledge of employment and talent management principles and practices associated with human resources functions.
  • Skill in respectful, sensitive, and effective oral and written communication taking into consideration the diverse communities served by the District and department.

Benefits

Benefits include paid holidays, vacation and sick leave. The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents. Additional paid benefits include life insurance, salary continuance insurance, and an Employee Assistance Program. Classified employees participate in the Public Employees’ Retirement System, a defined-benefit retirement plan through the State of California. Optional tax-deferred 403(b) and 457 retirement plans are also available.

Annual Security Report
