General

The Security Coordinator reports to the Deputy Director, Safety and Security in charge of security programs and is responsible for the development, monitoring and evaluation of all security programs and procedures to maintain a safe and secure environment for riders and staff at all SamTrans and Caltrain facilities and sites.

The Security Coordinator's primary objective is to ensure the preparedness, safety, and security, of the San Mateo County Transit District employees and the public.

This position may assume roles such as Incident Commander, Agency Representative, or Liaison Officer during large-scale events and emergencies necessitating 24 / 7 availability throughout the year. The work requires the establishment of collaborative relationships with a variety of internal and external stakeholders, including District staff, law enforcement partners, contracted security personnel, and municipal and community organizations.

Essential Functions & Duties

  • Conduct trend analyses on security related incidents such as operator assaults and other incidents that occur in the service area and provides information to internal stakeholders.
  • Acts as standing member of the Joint Safety Committee and collaborates with management on security concerns brought forward and actions taken for resolution.
  • Represents the Department and the District in meetings with internal and external stakeholders.
  • Implements written security policy and procedures.
  • Collaborate with other staff and / or consultants to assist in the creation of training and education materials for a safe and secure working environment.
  • Meets regularly with District and shared services personnel to assure compliance with security regulations.
  • Provide orientation on security related matters for all newly hired District employees.
  • Works closely with contract police services and security to facilitate any and all security relates functions.
  • Reviews video surveillance data from district vehicles or facilities. Assists in determining the adherence to standards, determining the effectiveness of the security program, assessing facility safety, and monitoring the performance and maintenance of surveillance equipment.

Examples of Duties :

  • Provides input for strategic direction based on data analytics, heat maps, or other program evaluations and / or assessments.
  • Conducts regular audits of security personnel functions.
  • Conducts regular site visits to assess the effectiveness of personnel, facilities, and procedures at each location.
  • Revise security protocols as needed.
  • Identify opportunities for security improvements during inspections to achieve compliance with security awareness standards and regulations.
  • Address security critical situations, recommend corrective measures, and prepare comprehensive reports.
  • Participate in safety meetings and collaborate with District staff to identify and resolve security matters.
  • Review audit recommendations and incident reports.
  • Monitor, interpret and apply applicable federal, state, and local laws, policies, court decisions, and technology that affect operations.
  • Participate, plan, coordinate, and assist with emergency drills and exercises under FEMA Homeland Exercise Evaluation Program (HSEEP)
  • Facilitate and assist with audits conducted by all regulatory agencies.
  • Participate in developing exercises and procedures for emergency and disaster response.
  • Assist with safety and security improvement programs, promotion activities, and positive safety culture.
  • Promote security awareness and follow procedures to reduce or eliminate accidents.
  • Participation in Threat and Vulnerability Assessments (TVA) and implementation of new security programs and practices.
  • Coordinates with capital projects and internal stakeholders to recommend security measures that affect all facilities.
  • Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.
  • Minimum Qualifications

    Sufficient experience, training and / or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to :

  • High School Diploma, GED or equivalent.
  • Six (6) years Security related program experience.
  • Ability to respond 24 / 7.
  • Able to possess a valid California Driver License.
  • Preferred Qualifications :

  • Experience Emergency Response Plans.
  • Knowledge of federal, state, and local laws and ordinances as well as familiarity with FTA, FRA, TSA, and FEMA.
  • Familiar or certified in FEMA Homeland Exercise Evaluation Program (HSEEP)
  • National Incident Management System (NIMS ICS 100, 200, 700, 800) certification.
  • Knowledge of CA penal codes preferred.
  • Transit Safety and Security Program (TSSP) certification, or able to obtain the certification in 3 years.
  • Effective organizational, analytical and communication skills.
  • Experience with transportation and / or transit security programs.
  • Able to operate PC and common software applications.
  • Possession of a valid California driver's license, with a safe driving record.
  • Effective written, verbal, and presentation skills.

  • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours). As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
  • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
