Position Summary : Under the direction of the Director of Behavioral Health Operations and Chief Behavioral Health Officer, the Behavioral Health Nursing Manager is a key clinical leader supporting the operations of San Ysidro Health Behavioral Health and Substance Use Disorder Teams. This role is critical, in partnership with behavioral health leadership, for ensuring the implementation of the San Ysidro Health Model of Care designed to deliver safe, high-quality, cost-effective care, and improve health outcomes by meeting the population health management needs of the communities served. The Behavioral Health Nursing Manager directly manages the Behavioral Health RN Supervisors and ensures appropriate training and resource support are provided for the delivery of licensed nursing and non-licensed clinical care by Medical Assistants at assigned outpatient clinics. The Behavioral Health Nursing Manager ensures the trainings of all MA and RN team members is aligned with those offered in the Ambulatory Care teams and develops training plans for any additional competencies required for their specific roles. Essential Functions of the Job : In conjunction with Clinic Leads, facilitate coordinated care based on the patient centered SY Health model of care to meet organization patient safety and satisfaction, population health outcomes, and clinical quality goals. Ensure the staff provides the highest quality of care which complies with the Nurse Practice Act, TJC, federal / state / local, and health plan requirements. Supervise and coordinate daily team-based functions according to the specific needs of the behavioral health clinical team and patients. Lead care teams in the achievement of departmental goals for health outcomes improvement, patient safety, satisfaction, and clinical quality goals. Follow evidence-based guidelines to assist in the development of department protocols, policies, and procedures to optimize clinical outcomes across the continuum of care. Select, train, orient, supervise and develop nurses and medical assistants. Evaluate clinical competencies on hire, annually, and as needed and complete performance reviews in collaboration with Director of Behavioral Health Operations and Chief Behavioral Health Officer or other Clinical and Operations leaders as directed. Utilize effective problem-solving techniques and collaborate with Director of Behavioral Health Operations and Chief Behavioral Health Officer to provide disciplinary action as needed to improve employee relations. Coordinates the annual continuing education schedule for assigned sites and ensures the clinical competency of each nurse and medical assistant prior to assignment of independent care activities and validates the clinical competency of nurses and medical assistants annually and as needed. Maintain continuous audit readiness of staff and clinical spaces by being a visible leadership example consistently making rounds in patient care areas and ensuring daily clinical compliance with local / state / federal guidelines and requirements. Ensuring all behavioral health / substance use disorder clinical areas where medical care is delivered are maintained to the same level as Ambulatory Care clinics. Maintain optimal staffing schedules and provide direct patient care as needed to support clinic operations. Provide a minimum of 2x1 / 2 days a month of direct clinical support if this metric is not met by basic coverage requirements. Ensure clinical preparedness to meet patient care needs by overseeing implementation of any organization wide initiatives and programs such as infection control, medication, immunization, and administration compliance within all behavioral health / substance use disorder clinical areas. Serve as the nursing representative at Quality Improvement meetings, and organizational clinical quality meetings assuming accountability for identifying, coordinating, and implementing improvements in the nursing and medical assistant workflow that impact overall patient care workflow improvements. Establish consistent communication mechanisms and regularly meet with care teams, clinical and operational leaders in the behavioral health / substance use disorder teams. Ensure any changes in Nursing or Medical Assistant workflows happen with input from the RN and MA teams, but also input from the clinical leaders whose work will be impacted by any change. Maintain professional license and continuously develop professional knowledge base to include standards of clinical practice, regulatory changes, and industry innovations that extend the ability of care teams to meet established objectives. Additional Duties and Responsibilities : Assists with development and implementation of policies and procedures. Completes regular site visits to behavioral health clinic sites to support teams across region. Trains various levels of staff in RN and MA teams. Represents SY Health at various meetings and conferences. Utilizes and organizes time efficiently to maximize productivity. Works both independently and in a team-oriented, collaborative environment. Adapts to shifting priorities, demands and timelines through analytical and problem-solving capabilities. Ability to travel to multiple sites with SY Health network. Performs other duties as assigned. Attends and participates in meetings as required. Performs other related duties as assigned or requested. Job RequirementsExperience Required : At least one year of clinical nursing experience as an RN, with direct reports and / or unit oversightExperience in ambulatory care nursing leadership setting.Experience Preferred : Experience in a behavioral health setting Education Requirements : Bachelor's degree in nursing (BSN)Certifications Required : Current California RN licenseCurrent BLS for Healthcare Provider CPR or CPR / AED for the Professional Rescuer certification (American Heart Association) Verbal and Written Skills Required to perform the Job : Excellent communication, both written and verbal. Strong interpersonal and leadership skills.Technical Knowledge and Skills Required to Perform the Job : Knowledge of current nursing practices. Ability to teach and verify skills of other clinical staff. Proficient in Microsoft Office. Working Conditions and Physical Requirements : Continuous standing / walking / twisting. Occasionally lifts pushes and / or transfers patients. Exposed to unpleasant elements (accidents, injuries and illness). Travel to multiple sites required.
