SANCORP is seeking a Security Cooperation Budget and Guidance Program Support Subject Matter Expert to support the Deputy Assistant Secretary of Defense for Global Partnerships (DASD GP) as the focal point for Security Cooperation and Building Partnership Capacity (BPC), Institutional Capacity subject matter expertise, and the Department of Defense (DoD) to lead to prioritize, integrate, and evaluate bilateral and multilateral SC activities to strengthen U.S. and global security. Education

Required Experience
- A minimum of 5 year of experience in resource management, including budget formulation, justification, and execution, in a U.S. Government agency.
- A minimum of 5 years of experience in one or more of the following:
- Regional security issues or international SC
- Legislative, financial, and programmatic guidelines and policies that drive the U.S. Government’s security cooperation efforts
- Supporting international programs, foreign military sales or security cooperation programs
- Executing and supporting defense training and education activities
- Conducting assessment, monitoring, and evaluation activities

SANCORP is seeking a Security Cooperation Budget and Guidance Program Support Subject Matter Expert to support the Deputy Assistant Secretary of Defense for Global Partnerships (DASD GP) as the focal point for Security Cooperation and Building Partnership Capacity (BPC), Institutional Capacity subject matter expertise, and the Department of Defense (DoD) to lead to prioritize, integrate, and evaluate bilateral and multilateral SC activities to strengthen U.S. and global security. The following are examples of responsibilities:
- Support the resource allocation of the International Security Cooperation Program (ISCP) funds, including briefing slides providing numerical and narrative supporting justifications. Coordinate closely to use AM&E products in support of decision processes for allocation of ISCP.
- Support the development of Program Objective Memoranda (POM) / Budget Execution Submission (BES) narratives and data for security cooperation programming.
- Support the development and tracking of memoranda of understanding with the Defense Security
- Cooperation Agency (DSCA) in the decoupling of title 10 and title 22 infrastructures. Support Global Partnerships leadership in negotiations with DSCA regarding funding levels for title 10 infrastructure and develop relevant briefings for use with Congress.
- Support Global Partnerships leadership in the development of issue papers and other supporting documentation that feed into the legislative review processes and the program and budget review processes.
