Responsibilities:
SANCORP is seeking a Security Cooperation Program Support Lead to support the Deputy Assistant Secretary of Defense for Global Partnerships (DASD GP) as the focal point for Security Cooperation and Building Partnership Capacity (BPC), Institutional Capacity subject matter expertise, and the Department of Defense (DoD) to lead to prioritize, integrate, and evaluate bilateral and multilateral SC activities to strengthen U.S. and global security. The following are examples of responsibilities:
- Support the development of policy guidance for 10 U.S.C. security cooperation authorities, specifically sections 321, 331, 332, 333, 341, and 1206 any other security cooperation authority as defined by the Government. This includes drafting and coordinating Department of Defense issuances, preparing and coordinating memoranda and other correspondence, and developing and coordinating delegations of authority.
- Support the development of guidance for the allocation of the International Security Cooperation Program (ISCP) funds. This includes preparing policy guidance and memoranda, and developing and coordinating a resource allocation plan for senior Department leadership approval.
- Coordinate with Combatant Commands on the planning and execution of security cooperation projects, including the review and tracking of security cooperation projects, participation at Combatant Command security cooperation conferences (in-person and virtual), and supporting leadership engagements with Combatant Commands.
- Support leadership engagement with Congress, including preparation for briefings and read-outs.
- Provide recommendations, develop, and support the oversight of policies, regulations, and processes to incorporate guidance on the reduction of civilian harm into Department of Defense security cooperation processes and procedures.
- Develop and coordinate policies related to military exercises involving partners and allies. This includes supporting the Department’s policies and procedures related to National Security Council policies on significant military events and coordination with the Joint Staff on exercises with allies and partners.
- Prepare and coordinate briefings, memoranda, letters, reports, studies, instructions, directives, e-mails, and other written documents.
- Support security cooperation reform and resource working group meetings. Prepare, as required, leadership remarks and trip books. Maintain an annual schedule of security cooperation meetings hosted by Combatant Commands and other stakeholders.
- Coordinate internally within the Office of the Under Secretary of Defense for Policy in areas that overlap with security cooperation, including providing security cooperation expertise to functional and regional policy offices on diverse topics that could include space, cyber, and climate resilience.
- Support the development of legislative proposals, including working internal coordination processes with stakeholders in the Office of the Secretary of Defense, the Joint Staff, the Military Departments, and the Combatant Commands.
- Support the development of products for Congress, including (but not necessarily limited to) required reports, notifications, requests for information, briefings and testimony, advance policy questions, and questions for the record.
- Support interagency coordination on civilian harm mitigation processes.
- Develop recommendations and support the Department of Defense Leahy Vetting policy through the development of coordinated advice and policy correspondence.
- Support policy processes related to security cooperation technology disclosure. This includes developing and maintaining policies, as necessary, in coordination with the Defense Security Cooperation Agency and the Defense Technology Security Agency. Develop required messaging plans and messages.
- Support the Policy oversight of the Department’s Foreign Military Sales/Financing, Direct Commercial Sales, and International Military Education and Training lessons learned and other implementation processes.
- Develop policy and process to ensure appropriate oversight of Policy-delegated exercise authority with allies and partners.
