The Compliance Analyst is responsible for understanding the compliance requirements of assigned properties and ensuring each applicant or resident file is in proper condition prior to move-in or recertification. This position is also responsible for developing and maintaining positive relationships with all site staff and providing timely turnaround of all files received.
PRIMARY RESPONSIBILITIES :
Site staff support – Serve as a direct point of contact with site staff via telephone and / or email to answer their questions regarding affordable housing compliance and to provide guidance / training to help them increase their knowledge of applicable requirements
File Reviews – Electronically review the applicant / resident files to ensure adherence to applicable federal and state program regulations within contractually obligated times
Communication – Provide thorough written communication to relay file deficiencies; ensure important information is passed to those who need to know; convey understanding of the comments and questions of others by listening effectively; use verbal skills to support site staff as previously listed.
ESSENTIAL FUNCTIONS :
Reviews and approves move-in files and annual Recertification files to ensure compliance with the IRS Section 42 Program (LIHTC - Low Income Housing Tax Credit), HUD and HOME Program.
Reviews max rent reports to ensure property rents are in compliance with LIHTC requirements.
Performs data entry into State agency applicant tracking systems to record the status of all applications / recertification 's.
Provides extensive new hire training to site staff either remotely or in-person
Attends State agency or local trainings as needed.
Assists the Sr. Director of Compliance with the implementation of policies and procedures to ensure compliance is current and maintained for all federal and state housing programs utilized in development.
Assist with the ensuring properties are using the most recent versions of all compliance forms.
Conducts annual utility allowance reviews to include, requesting resident bills or requesting utility allowance from an approved third-party.
Submits annual utility allowance requests to state agency for approval as well as implements new utility allowance after approval is granted.
Other duties, as assigned.
REQUIRED KNOWLEDGE :
A Compliance Monitor is expected to have at least 2 years of experience in affordable housing compliance or affordable property management. They must also have a working knowledge of the requirements of the LIHTC and HUD programs.
Other qualifications :
Experience and in-depth knowledge of YARDI software or comparable similar software.
A positive, proactive attitude when problem-solving
Two (2) years of experience with LIHTC, HUD, and other affordable housing programs
Strong customer service skills and follow through
Excellent attention to detail and ability to follow processes
Excellent written and verbal communication skills
Professional phone demeanor skills
Proficiency in Microsoft Office
A Compliance Monitor must be able to set tasks and prioritize as well as follow-up on said tasks timely
