What are the responsibilities and job description for the Payroll Supervisor position at Sandoval County?
Under general supervision, processes, maintains, and reconciles County-wide payroll within established deadlines; maintains payroll records and reports for accounting of salaries and wages due, accruals, deductions, and other payroll functions; resolves adjustments to gross pay, withholdings, deductions, and other payroll functions; maintains and adheres to payroll policies and procedures, FLSA, and state laws; and serves as a resource for payroll related questions and issues.
- Associates Degree in Accounting, Business, Human Resources, or related field and three years of payroll processing, clerical accounting, purchasing or other related experience that includes financial record keeping and performance of work under strict deadlines, preferably in a public sector environment; OR an equivalent combination of education and experience.
- Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Coaches, trains and motivates staff; coordinates and/or provides staff training; manages employee relations; provides general advice and counsel to staff; develops or assists with developmental work plans for staff; assists with implementation and recommendation of corrective actions and discipline procedures as appropriate/necessary.
- Processes bi-weekly payroll according to established deadlines; runs reports and compares entries ensuring time and deductions are correct and initiates any necessary corrections; uploads the ACH for the direct deposits and processes the hard checks along with all necessary registers and reports; and updates employee accruals and analyzes reports to ensure accuracy.
- Updates payroll records by reviewing and approving changes to exemptions, insurance coverage, miscellaneous deductions, job titles, and department/division transfers.
- Coordinates, trains, directs and reviews the work of the Payroll Clerk including but not limited to entering employee information into payroll accounting system, posting changes to employee pay and tax status, and maintaining payroll files and records.
- Calculates and processes all final payout checks for employees retiring or terminating
- Maintains files for employee direct deposit requests, all garnishments, and child support including employee notification.
- Reconciles rosters sent by benefit vendors to actual deductions to ensure correct amount for vendor checks; prepares purchase orders for A/P; verifies and mails out vendor checks.
- Verifies and reports all payroll taxes (federal, FICA and Medicare), by deadline.
- Reconciles, reports, and processes bi-weekly deductions and garnishments to include Public Employees Retirement Association (PERA), NMRHCA, ICMA, and VOYA.
- Compiles and submits required reports; reconciles and reports State of New Mexico payroll withholdings monthly; quarterly compiles employment statistics report and uploads the information to Workforce Solutions per requirements; reconciles 941 to general ledger and reports to IRS.
- Researches and compiles payroll records requested by department heads, employees, and or other entities; processes all corrections and retroactive changes in payroll.
- Maintains annual W2/W3 process including setup, reporting and distribution.
- Complies with federal, state and local legal requirements; researches existing and new legislation; enforcing adherence to requirements; provides advice on needed actions; and maintains guidelines by writing and updating policies and procedures.
- Works with audit firms during annual audit and prepares payroll deliverables and miscellaneous data as needed.
- Maintains professional and technical knowledge by attending and participating in professional workshops, training and reviewing professional publications.
- Performs other job-related duties as assigned.
Salary : $50,918 - $61,090
