Under general direction, conducts investigations, audits and inspections to assure Detention Center operations are in compliance with Sandoval County Detention Center Operating Procedures, Federal Detention Standards, New Mexico Association of County Adult Detention Standards, the Prison Rape Elimination Act (PREA) and applicable safety and OSHA standards; assures that Sandoval County Detention Center (SCDC) is providing all detainee services in compliance with applicable quality and safety standards; and performs other duties as assigned.



 

Education and Experience:
  • Bachelor’s Degree in Criminal Justice, Law Enforcement, Sociology, Public Administration, Business Administration or related field and six years of demonstrated compliance and/or audit experience, three years of which are in a management/administrative capacity that includes demonstrated experience and responsibility in conducting investigations, audits and inspections of administrative operations, physical plant security, food service and transportation or PREA; preferably in an adult detention facility; OR an equivalent combination of education and experience totaling ten (10) years. Experience working within an adult detention/corrections facility that housed federal inmates is highly desirable.

Required Licenses or Certifications:
  • Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire.
  • Detention/Corrections Certification in the State of New Mexico within a specified time period after hire.
  • Firearms Certification (handgun and rifle) obtained within the first 90 days of employment.
  • PREA Certification within one year from the time of hire.
  • Successful completion of Emergency Vehicle Operator Course (EVOC) training for the Critical Incident Unit within one year.
  • Other licenses and certifications may be required within a specified time period after hire.
    Other Requirements:
    • Ability to maintain a valid New Mexico driver’s license.
    • Must pass a background investigation to include criminal history, employment references, credit history, verification of US citizenship, and pre-employment interview in accordance with Federal Performance-Based Detention Standards (FPBDS) A.9.3.a through e; and Sandoval County Detention Center Standard Operating Procedures (SOP) Part 1/C108, Chapter: Personnel, Subject: Employment Process / Background Investigations, PROCEDURES Pre-Employment, 2. Through 6.
    • Must pass a pre-employment drug and alcohol screening in accordance with (FPBDS A.9.3.f) and Sandoval County Detention Center Standard Operating Procedures (SOP) Part 1/C108, Chapter: Personnel, Subject:  Employment Process/Background investigations, Procedures Pre-employment , 7.
    • Pre-employment physical (FPBDS A.9.4 and 4-ALDF-7B-04).

    This position is subject to bi-annual background checks in accordance with Sandoval County Detention Center Standard Operating Procedures (SOP) Part 1/C108, Chapter: Personnel, Subject: Employment Process / Background Investigations, PROCEDURES, Post-Employment, 4.; and FPBDS A.9.6 (periodic).
    • Conducts independent audits and inspections of the Detention Center facilities and operations to include food service, transportation, training, and administrative operations; monitors staff/personnel compliance with American Correctional Association (ACA) Standards, Federal Detention Standards, the Prison Rape Elimination Act (PREA), SCDC standard operating policies and procedures, post orders, regulations, administrative directives and contractual requirements.
    • Conducts announced and unannounced quality assurance and safety inspections of all Detention Center facilities and operations on a daily, weekly, monthly, and annual basis; develops and refines quality assurance and risk management plans and procedures based on inspections in collaboration with the County’s Risk Management Division.
    • Documents inspection findings and observations in concise, complete, written reports using approved forms, checklists, and procedures; reviews inspection reports and checklists.
    • Assists in policy and procedure development; maintains knowledge of government contracts, regulations, and best practices for operating detention and correction facilities.
    • Assesses quality of services through observation and inspection of SCDC operations and documentation; reviews files, paperwork, forms, and records to assure that all operational and administrative functions are completed in an accurate and timely manner.
    • Presents written and verbal recommendations to the Detention Director and County Manger; maintains direct two-way communications with Detention Director and County Manager.
    • Recommends operational and technical improvements, corrective actions for all deficiencies, and procedural changes to improve compliance; develops action plans for implementation of recommendations.
    • Provides oversight for coordination and delivery of required PREA training to Detention Center staff; reviews training curricula to ensure currency with applicable law; audits training records to ensure compliance with documentation standards and applicable regulations and statutes for retention of public records.
    • Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
    • Develops and maintains PREA written operating policies and procedures; provides technical guidance, assistance, and feedback prison-wide to ensure compliance with PREA standards; serves as the primary contact and resource for management on PREA related inquiries and procedural questions.
    • Monitors and provides PREA related program services, educational materials and training to internal and external stakeholders to ensure they effectively support departmental goals; oversees the development of educational materials such as bulletin board posters, brochures and staff guides to educate staff and inmates regarding PREA reporting.
    • Trains department personnel, contractors, volunteers, and inmates on PREA requirements; maintains all records associated with the PREA compliance program.
    • Develops and maintains resources to enable 24 hour reporting for inmates and third parties, and to assure the prison’s response to sexual violence is appropriate and adequate; monitors the quality of investigations by establishing a communication flow.
    • Coordinates the design and implementation of new programs, policies and procedures which affect the Detention Center compliance with PREA; represents the Detention center and serves as a resource on national, state and local levels concerning the prison’s efforts on PREA issues.
    • Ensures the Detention Center’s compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
    • Prepares reports on existing prison operations, methods, and procedures relating to PREA standards.
    • Collects, maintains, and prepares written reports relating to PREA statistical data; reviews statistical data collected in order to assess and improve the prison’s PREA compliance program.
    • Conducts disciplinary hearings, investigates and responds to inmate grievances and serves on the prison’s inmate classification committee.
    • Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
    • Consults with assigned staff to review work requirements, status, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.
    • Conducts training activities and drills; prepares training materials; conducts training on first aid, CPR, and emergency equipment.
    • Investigates unusual occurrences when needed.
    • Operates a variety of machinery, equipment and tools associated with prison activities, which may include a motor vehicle, radio communications equipment, flashlight, fire extinguisher, fire hose, air pack, shield, body duress alarm, metal detector, camera, camcorder, television, VCR, overhead projector, copy machine, facsimile machine, and telephone.
    • Ensures availability of adequate equipment and supplies; initiates requests for new or replacement items.
    • Participates/testifies in employment hearings, civil hearings, criminal hearings, or other court proceedings.
    • Processes a variety of documentation associated with prison operations, per established procedures and within designated timeframes; distributes documentation or retains records as appropriate.
    • Prepares routine forms, reports, correspondence, logs, schedules, training materials, incident reports, disciplinary forms, and other documents.
    • Serves at the discretion of the Director as the New Mexico Association of Counties (NMAC) Liaison and/or Accreditation Manager.
    • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections as appropriate; utilizes word processing, spreadsheet, database, prison management system, desktop publishing, e-mail, or other software programs.
    • Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
    • Communicates with supervisor, employees, inmates, other departments, law enforcement personnel, court officials, attorneys, visitors, counselors, volunteers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
    • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate
    • Performs other job-related duties as assigned.

    Salary : $67,350 - $80,808
