What are the responsibilities and job description for the Tax Researcher position at Sandoval County?
Under the general supervision of the assigned supervisor, research and apply technical and statutory work; research and note/update property accounts; interact daily with taxpayers over the phone, in person and at outreach throughout the county; formulate and write letters; maintain confidentiality of office documents; receive, account, process and record all property tax payments at point-of-sale; high volume and fast paced processing of cash, credit cards and checks; and reconcile individual cash drawer for daily deposit; examine property, non-residential and personal including manufactured/mobile homes, business personal property and delinquent accounts; prepare, review, maintain, monitor and collect information on delinquent accounts; affixes and removes Liens on delinquent manufactured/mobile homes; issues State of NM Manufactured/Mobile Home status certification and movement permits; and completes other duties as assigned.
- High School Diploma/GED Certificate from an accredited institution, two (2) years post-secondary education in business, finance, political science, accounting or related field and one (1) year of experience in banking, cashiering, cash handling, or bookkeeping; OR a combination of education and/or experience totaling three (3) years.
- Valid New Mexico driver's license or ability to obtain a valid New Mexico driver's license within 30 days of hire.
- Successful completion of New Mexico Certified Treasury Official Certification within 1.5 year of hire.
- Researches, receives, processes, posts and records high volume property tax payments; images and makes daily bank deposits per statute; processes batch payments for home builders, investors and large land holders.
- Prepares payment adjustment forms for tax refunds and voids.
- Conducts detailed research on property tax matters for complex taxpayer problems, court cases and land acquisitions; communicates findings to taxpayers, attorneys, other county offices, external clientele, and prepares report for department administration.
- Researches and tracks Manufactured/Mobile Homes; places and removes Liens on Manufactured/Mobile Homes on NM MVD's database; prepares, signs and issues State of New Mexico Manufactured/Mobile Home Tax Status Certification releases and moving permits authorizing movement of Manufactured/Mobile home.
- Reviews and maintains confidential taxpayer files and documents, i.e., the Lien process on the State of NM Motor Vehicle Department's database contains "personal information" as defined in NMSA 1978 § 66-1-4-14(F) and 18 U.S.C. § 2725(3) of the Driver's Privacy Protection Act (DPPA) and "highly restricted personal information" as defined 18 U.S.C. §; 2725(4) of the DPPA.
- Researches and reviews Parcel Tracking Sheet and confirm payment is received through the taxable year for all combines and splits as well as payment for plat maps to ensure validity of documentation before presenting to the Treasurer for signature.
- Assist New Mexico Property Tax Division with the annual Sandoval County delinquent accounts in preparation for annual auction; attend and assist the State with any inquiries or requests for the auction.
- Processes and records non-sufficient fund payments made to the County; calculates penalty, interest and miscellaneous non-sufficient funds (NSF) fees on accounts; sends notification to taxpayers of non-sufficient fund payments; and re-deposits payments as assigned.
- Assists with verifying and proofreading of the County's property Tax Roll and other mass mailings.
- Researches, compiles, tracks and educates others on data to assist with draft legislation and enforcement of laws, policy and internal procedures that apply to the Treasurer's Office including by not limited to exemptions, value freezes, property plats, combine/splits, lot-line adjustments, easements, penalty and interest, and claim for refunds; attends and testifies in committee hearings for New Mexico Legislature as assigned.
- Responds to tax related questions both orally and in writing; writes remarks, scans and attaches documents into software; verifies and updates taxpayer information to include address, phone numbers and email addresses; participates in outreach to Community and Senior Centers for collection of Property Tax and other outreach as assigned.
- Performs mail courier duties to include weekly mail pick up from main Albuquerque location and change pick up from the bank.
- Attends training and meetings to comply with county requirements and office certification; assists in the training of personnel; perform Public Notary duties for constituents as needed.
- May travel to various locations throughout the county to locate, tag, identify and photograph properties, homes, structures or manufactured homes that are delinquent on the tax roll.
