We have an immediate need for a Staff Accountant. The salary range for this full-time, exempt position is $45,779.00 - $67,228.00 annually. As a full-time role, the Staff Accountant is eligible to participate in SHA's benefits program. The posting will be open until filled.

Position Summary:

The Sanford Housing Authority is seeking a dedicated and detail-oriented Staff Accountant to join our Finance Department. The Staff Accountant will be responsible for protecting the assets of the Agency and performing all financial functions required for the successful administration of all funds received by the Agency in accordance with HUD and GAAP regulations. This role includes conducting monthly bank reconciliations, preparing HUD subsidy drawdowns, calculating monthly assets, bookkeeping, and property management fees, and preparing various financial reports.

ESSENTIAL FUNCTIONS AND DUTIES

At a minimum, the Staff Accountant will be responsible for successfully carrying out the following essential functions and duties in a professional and timely manner:

  • Maintain, analyze, and reconcile general ledger and subsidiary activity to identify accounting discrepancies and recommend corrective actions.
  • Ensure compliance with GAAP and applicable federal, state, and local laws and regulations.
  • Prepare and review financial statements, balance sheets, and internal and external reports.
  • Perform bank reconciliations and process journal entries for various expenses and adjustments.
  • Compile and analyze cash flow information and prepare financial statements and accounting schedules.
  • Assist with payroll, benefits, and other HR financial functions as needed.
  • Manage accounts payable systems and prepare accurate and timely grant financial reports.
  • Perform monthly and annual closing activities, including preparation and posting of various financial entries.
  • Handle tenant accounting functions, including cash receipts, account reconciliations, and updating tenant accounts.
  • Prepare HCV reporting and communicate with HUD Financial Analysts regarding HCV funding.
  • Monitor development and department budgets to ensure profitability.
  • Assist with maintaining vendor information and processing housing assistant payments (HAP) and utility assistance payments (UAP).

REQUIRED QUALIFICATIONS

Education: Bachelor’s degree in social work, public administration, or a related field from an accredited college or university.

Experience: Minimum of four (4) years of experience in public housing, nonprofit housing, private-sector housing, or an equivalent combination of education and experience.

*Equivalent combinations of education, training, and experience may be considered or substituted in place of the education & experience requirements stated above.

Other Qualifications, Knowledge, & Skills: To be optimally successful in this role, the ideal candidate will have the following qualifications:

  • Strong knowledge of State General Statutes, HUD Financial Accounting and Budgeting Requirements, and GAAP.
  • Ability to perform financial analysis and prepare tax reports and financial statements.
  • Proficiency in computer skills (Excel, Word, PowerPoint) and general office machines.
  • Advanced ability to read and understand technical literature, financial reports, and legal documents.
  • Excellent problem-solving, analytical, and proofreading skills.
  • Sensitivity to and experience working with diverse individuals and communities.
  • Ability to establish and maintain effective working relationships with co-workers and external partners.
  • Must possess the following required certifications, or be willing to obtain these certifications within the first year of employment:
    • Property Housing Manager (PHM)
    • Capital Fund Program (CFP)
    • Rental Assistance Demonstration (RAD) Project-Based Voucher (PBV)
    • HCV Financial Accounting & Reporting
    • HCV Financial Management
    • Family Self-Sufficiency
  • Must possess a valid North Carolina driver's license with a good driving record.
  • Ability to pass required pre-employment background checks, including criminal history and drug screening.
  • Availability for occasional overnight travel and weekend work.
  • Maintain a professional appearance and attitude with all stakeholders.
  • Demonstrated strong verbal and written communication skills.
  • Ability to demonstrate reliability through punctuality and consistent attendance.

PHYSICAL REQUIREMENTS

Ability to perform physical tasks, such as bending, stooping, and lifting up to 30 pounds without assistance.
