SUMMARY:

Manage the design and construction of capital improvement projects such as gravity sewers, pump stations/ force mains, storage facilities, wastewater treatment plant improvements, and green infrastructure /watershed control projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned.)

  • Manage the design and construction of capital improvement projects, including sanitary and storm sewer rehabilitation and replacements, private source I/I removal projects, pump stations / force mains, detention and storage facilities, wastewater treatment plant improvements, and integrated gray, green and watershed control projects.
  • Plan, investigate, and perform field work activities to determine feasibility and options.
  • Provide project information during annual capital budget development.
  • Oversee construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
  • Direct construction and maintenance activities at project sites, including supervision of SD1 personnel (i.e., operators, laborers, and site foreman) and contractors.
  • Coordinate with SD1 personnel and outside consultants in the preparation of engineering and design documents.
  • Prepare and submit budget estimates, schedules, progress reports, or cost tracking reports. Manage schedules and budgets for assigned projects so that budgets are not exceeded and schedule milestones are met.
  • Manage professional services and construction contracts, including costs, quality, schedule, and field activities.
  • Coordinate with material suppliers and material testing subcontractors to meet quality assurance requirements of the design.
  • Interact with outside agencies, organizations, stakeholders, customers and other individuals that have a role in SD1’s ongoing and planned activities. This would include attendance at meetings and technical workshops, presentations to various stakeholders, meetings with property owners, and coordination with the local jurisdictions of Northern Kentucky.
  • Confer with supervisory personnel, owners, contractors, or design professionals to discuss and resolve matters such as work procedures, complaints, or construction problems.
  • Provide engineering assistance to all other SD1 Departments, as needed.
  • Occasionally perform confined space entries, confined space certification or the ability to obtain certification with in the first 6-months of employment is required.

QUALIFICATIONS:

Education/Experience:

Bachelor's degree (B. S.) in Engineering or Construction Management from four-year college or university; plus four to eight years of related experience and/or training. Licensed engineer in Kentucky is preferred but not required.

  • Building and Construction — Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads.
  • English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Engineering and Technology — Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
  • Design — Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
  • Active Listening — Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
