This position is tailored for a PeopleSoft Solutions Architect with extensive experience in statewide PeopleSoft implementations, particularly in public sector financial systems. The role will focus on designing, implementing, and optimizing PeopleSoft solutions for the Florida PALM (Planning, Accounting, and Ledger Management) project.
Key Responsibilities
- Architectural Design and Strategy:
- Develop and document the overall technical architecture for PeopleSoft Financials within the Florida PALM framework.
- Ensure alignment with statewide financial policies, business processes, and technical standards.
- Lead the design of scalable and secure PeopleSoft solutions, including integrations with legacy systems like FLAIR.
- System Implementation and Optimization:
- Oversee the configuration, customization, and deployment of PeopleSoft modules such as General Ledger, Accounts Payable, Accounts Receivable, and Asset Management.
- Identify opportunities to streamline workflows and reduce customizations by leveraging delivered PeopleSoft functionalities.
- Provide technical leadership for system upgrades, re-architecture efforts, and new module implementations.
- Integration and Interoperability:
- Design integration strategies between PeopleSoft applications and other state systems using tools like Integration Broker or web services.
- Enhance interoperability by addressing data reliability issues and eliminating redundant data entry.
- Collaborate with infrastructure teams to optimize system performance and ensure high availability.
- Testing and Quality Assurance:
- Lead efforts to design test plans for system functionality, performance, and security.
- Oversee testing phases, including System Integration Testing (SIT) and User Acceptance Testing (UAT), ensuring compliance with state requirements.
- Address system defects and provide solutions to meet project timelines.
- Stakeholder Collaboration:
- Work closely with state agencies, project teams, and technical staff to gather requirements and validate designs.
- Provide mentorship to IT teams on best practices for PeopleSoft architecture and implementation.
- Prepare technical documentation and deliver knowledge transfer sessions for long-term system sustainability.
- Project Leadership:
- Act as a technical advisor for Florida PALM leadership on system architecture decisions.
- Develop project plans for technical deliverables, including timelines, resource allocation, and risk mitigation strategies.
- Monitor project progress and provide regular updates to stakeholders.
Required Qualifications
- Proven experience in statewide PeopleSoft Financials implementations in public sector environments.
- Expertise in PeopleSoft Financials version 9.2 modules such as General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), or Commitment Control (KK).
- Strong knowledge of integration technologies like Integration Broker, Application Messaging, or web services.
- Hands-on experience with Oracle database administration, middleware technologies (e.g., WebLogic), and tools like Application Designer or Data Mover.
- Familiarity with Florida’s financial management systems (e.g., FLAIR) is highly desirable.
Preferred Skills
- Experience implementing hybrid ERP solutions involving legacy systems migration to modern platforms like Oracle Cloud Infrastructure (OCI).
- Proficiency in performance tuning of application servers, web servers, and database layers.
- Knowledge of security protocols for enterprise-level ERP systems in compliance with state standards.
- Strong communication skills to manage cross-agency collaboration effectively.
Educational Requirements
- Bachelor’s degree in Computer Science, Information Systems, or a related field. Advanced degrees are a plus.
- Certifications such as Oracle Certified Professional (OCP) or Certified PeopleSoft Enterprise Architect are preferred.
