Are you an experienced claims management professional with a strong background in construction claims and risk exposures? VTA's Office of the General Manager is seeking a highly skilled and proactive Claims Program Manager to join our team!
This position has an anticipated end date of December 31, 2036.
Definition
Under general direction, the Claims Program Manager – BSVII (BART Silicon Valley Phase 2) plans, directs, organizes, coordinates and supervises the Claims unit of VTA with responsibility over the functions of Workers' Compensation, liability, and other claims, as well as other programs as assigned.
Ideal Candidate
The ideal candidate will have at least 10 years of claims management experience, including a minimum of 5 years handling construction claims or risk exposures, and will serve as the primary contact for BSVII claims. They should have the ability to conduct cost-benefit analyses and effectively communicate findings to stakeholders. Additionally, the candidate should possess expertise in facilitating liability, property damage, and workers' compensation investigations by gathering and providing relevant documentation, videos, and photos for TPA adjusters. Knowledge and ability to participate in selecting defense counsel, assigning SIU investigations, and managing other activities to drive optimal claim outcomes is essential. The candidate should also have a strong background in conducting TPA claim reviews and identifying and aiding in the pursuit of subrogation.
- Possess in-depth understanding of the financial implications of claims, their costs to the organization, and ability to hone-in on the areas that lead to the greatest impact;
- Experience with Microsoft Office products, including Word, Excel, Outlook, and Teams;
- Ability to thrive in a fast-paced environment while remaining flexible and adapting to changing priorities as needed;
- Ability to be responsive to communications across multiple platforms, including phone, email, Teams instant messaging, and other channels;
- Ability to manage multiple projects at the same time simultaneously, ensuring steady progress toward timely completion and resolution;
- Ability to work effectively both independently as a department of one and collaboratively within a team, while delegating responsibilities and maintaining ultimate ownership;
- Willing to travel to various jobs sites and be available 24/7 for emergency responses as needed.

Essential Job Functions
- Selects, supervises, trains, motivates, counsels, and disciplines staff;
- Manages third party administrators in the claims adjusting function and participates in settlement determination, and claims litigation; determines appropriate funding levels for reserves;
- Plans, assigns, directs, reviews, and evaluates the work of the Workers' Compensation, Liability and Claims unit staff and programs;
- Plans data for annual insurance renewal; completes insurance applications and assists in negotiation of insurance policy terms, conditions, and coverages;
- Acts as primary contact with State Regulatory oversight personnel for Medical Provider Network (MPN) and Self-Insured Plans;
- Administers self-insured Workers' Compensation, liability, property damage, and other claim functions;
- Develops policies and procedures for Workers' Compensation and liability programs;
- Conducts risk analyses and assists in identifying and mitigating areas of potential liability;
- Reviews laws, regulations, legal cases, court decisions, and proposed legislation to evaluate their impact on VTA;
- Prepares a variety of reports, correspondence and other documents;
- Negotiates and manages contracts in areas of responsibility;
- Reviews and approves outside expense billings within assigned area of responsibility;
- Performs related duties as required.
Minimum Qualifications
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in business administration, public administration, or related field and five years of increasingly responsible experience performing Workers' Compensation claims administration activities and demonstrated supervisory experience.
Possession of a California Self-Insured Administrator's certificate and possession of an Associate in Risk Management (ARM) credential are highly desirable.
