The Engineering Group Manager - Facilities at VTA will lead the development, planning, and execution of key capital projects aimed at improving and expanding transit infrastructure. This role focuses on strategic long-term facility enhancements, rather than day-to-day maintenance operations. The successful candidate will spearhead the preparation of transition plans for VTA's bus and light rail operating yards, including program-level phasing, scheduling, strategy, and capital construction contracts, with a strong emphasis on code compliance and the future state of transit operations. Under general direction, the Engineering Group Manager - Facilities organizes, directs, and manages VTA facilities program including master planning, design implementation, and construction administration for facilities capital projects.
Distinguishing Characteristics
This is an at-will executive management position that serves at the discretion of the General Manager. The incumbent has direct responsibility for master planning, engineering design development, and construction administration of the program of facility projects. These projects vary widely in level of complexity, involving management of VTA staff and contracted professional engineers and architects, multiple professional engineering agreements, facility procurement and construction contracts, and coordination of assigned activities with other departments and outside vendors.
The projects include improvements and rehabilitation of facilities ranging from operations and maintenance yards to light rail and bus passenger facilities. The program includes management of the facility state of good repair program and related facility master planning for the strategic prioritization and implementation of facility improvements.
About the Engineering & Program Delivery Division
This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.
This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. Development of the required skills, knowledge, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in construction management, engineering, contract administration, or a related field, and extensive, increasingly responsible experience in engineering, construction management, contract administration, and supervision on rail transit projects, including at least three years supervising design or construction personnel in a public agency or similar organization.
Registration as a professional engineer or architect in the State of California is preferred.

VTA is responsible for operating and maintaining three bus yards, one light rail yard, one administration campus, as well as a system of passenger facilities (transit centers, park & ride lots, light rail platforms, etc.). What experience do you have in engineering bus and light rail transit facilities?
Many of our facility projects involve rehabilitation or renovation. What projects have you been involved that involve rehabilitation of a facility, particularly a transit facility, where construction is done while ongoing operations continues? What are the factors that must be considered when performing work at a transit facility that continues to operate during construction?
A major part of the VTA facility program includes the transition to new bus technologies, while concurrently performing state of good repair work and other improvements to existing yards. What experience do you have with master planning transit facilities? How do you prioritize work for master planning for these types of facilities?
This position will be responsible for managing the group of facility projects from master planning through engineering, with engineering support through construction. What projects and experience do you have with the various phases of implementation from master planning, conceptual engineering, final engineering and construction support for transit facilities? Specifically, highlight your role for these projects (Engineer / Architect of Record, project manager, project Engineer / Architect, etc.).
Please describe your experience working with bus and light rail operations and maintenance yards. Highlight your understanding of the functions of the yards and what you consider to be the most important qualities of a well-designed operations and maintenance facility.
