Join the External Affairs division as a Management Analyst! 
This role will manage and maintain VTA's external partnerships through contracts and budgeting. In addition, you will be working on capital projects creating purchase orders, quotes, and proposals.

Definition

Under general supervision, a Management Analyst performs a variety of professional level analytical staff studies and/or projects concerned with the improvement of management functions, practices, and services or the implementation of program objectives. 


Distinguishing Characteristics

This is the journey level within the Management Analyst series.  Positions in this class perform a wide variety of management analysis activities.  Assignments at this level require the use of considerable discretion, judgment, and interpersonal skill.  Recommendations and commitments have considerable weight; personal contacts involve negotiating, advising, and gaining acceptance of one's ideas by others.  Positions at this level may provide training and lead direction over other Analysts, Aides, and clerical support staff.

This class is distinguished from the lower level of Associate Management Analyst in that incumbents of the Management Analyst class receive less supervision and are expected to perform more responsible assignments with a great deal of independence; and from the higher level of Senior Management Analyst in that the latter is responsible for supervising the work of professional analytical staff and performing the most complex professional level analytical staff studies and projects.

The ideal candidate will bring strong leadership skills, analytical expertise, and experience managing external partnerships and budgets. They will excel at coordinating capital projects, conducting data-driven analyses, and making strategic recommendations for process improvements. The ideal candidate will ensure that projects are successful and effectively communicated to management and stakeholders.

About the Government Affairs Division (External Affairs)

Government Affairs, led by Beverly Greene, Chief Government Affairs Officer, is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding to these issues. Government Affairs manages VTA’s legislative advocacy efforts in Washington, D.C., Sacramento, and the Bay Area. Additionally, staff keeps close contact and serves as the main point of communication with elected officials at the federal, state, and local level.

Duties performed may vary depending on area of assignment.

  • Conducts a variety of analytical studies and surveys, makes recommendations, and prepares reports on the findings of such studies and surveys;
  • Reviews and analyzes existing or proposed projects, policies, procedures, systems and management activities, advises management on their impact, and makes recommendations for change;
  • Participates in the development and implementation of policies and procedures;
  • Conducts a variety of analytical studies;
  • Develops and analyzes quantitative data for management control and evaluation purposes;
  • Prepares and presents factual and statistical data, and makes recommendations in oral, graphic, and written form;
  • Consults with management and employees, representatives from organizations and groups, and the general public to give and/or secure necessary information;
  • May act as project lead/coordinator for assigned projects;
  • Maintains accurate records, files, and databases;
  • Performs mathematical and statistical calculations;
  • Interprets and implements applicable rules, regulations, and procedures;
  • Prepares letters, reports, memorandum, and other written materials;
  • Acts as a departmental resource;
  • Performs budget preparation and/or review;
  • Makes verbal presentations of study findings/recommendations to management and/or boards and commissions as required;
  • May serve as a member of management team in meetings with unions;
  • May provide training and lead direction over other Analysts, Aides, and clerical support staff;
  • May act as "super user" for specialized computer applications;
  • Performs related duties as required.
Employment Standards

Training, education, and experience, which demonstrates possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, or a related field, and two (2) years of increasingly responsible experience performing management analysis for a public or private sector organization.

  • Principles and practices of administration, management analysis, organization, budget, and communication;
  • Methods and techniques of administrative research;
  • Analytical principles and techniques;
  • Report writing and presentation;
  • Statistical research techniques and procedures;
  • Collaborative problem solving;
  • Operation of common office equipment, including personal computers and common software applications;
  • Techniques for gathering, evaluating, and transmitting information;
  • Principles and practices of lead supervision and training.

  • Gather, interpret, analyze, evaluate, and present a variety of management analysis data;
  • Define problem areas, and develop and recommend effective courses of action;
  • Formulate specific objectives against which to compare and evaluate results;
  • Prepare reports and supporting recommendations;
  • Persuade, justify, and project consequences of decisions and/or recommendations;
  • Plan, coordinate, and initiate action necessary to implement recommendations;
  • Exercise good judgment within established policies and guidelines;
  • Use discretion and maintain confidentiality when necessary;
  • Maintain accurate records, files, and databases;
  • Follow oral and written directions;
  • Organize and prioritize work and meet critical deadlines;
  • Interpret and apply applicable laws, policies, regulations, and procedures;
  • Provide technical support, including on specialized computer applications related to assigned area of responsibility;
  • Communicate effectively, both orally and in writing;
  • Establish and maintain cooperative-working relationships with those contacted in the course of work.

Health: VTA participates in a CalPERS-sponsored medical plan with VTA contribution to employee and dependent premium health insurance premiums. Employees pay a monthly contribution of any amount in excess of the Kaiser Bay Area Family rate.
