Reporting directly to the Supervising Program Administrator of Benefits and Wellness, the SMA will serve as a business partner to assigned units by providing guidance, coordination, and assistance with facilitating benefits. 

This SMA position will be responsible for leading and administering the “Valley Water WELL” wellness program which includes liaising with the benefits broker and vendors; coordinating program activities; monitoring program participation and performance measures; developing program communications; responding to questions and concerns regarding the wellness program; and evaluating the program's success by reviewing health carrier utilization data, participant satisfaction, and employee health indicators.

Additionally, the SMA will be responsible for administering several of Valley Water’s benefits programs including employee leaves of absence, deferred compensation, open enrollment, carrier renewals, retiree Medicare enrollment/changes, CalPERS, processing of Memorandum of Understanding (MOU) provisions and supporting the high volume of customer service requests from employees, managers, Board of Directors, retirees, and health plan vendors. 

This position will be eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after initial one-year probationary period.

About Valley Water:

Key Responsibilities include, but are not limited to:

  • Leading the Valley Water wide wellness program, including the annual calendar, coordinating on-site and virtual wellness programs offerings, the annual wellness program launch event, wellness fair, and lunchtime wellness seminars. 
  • Analyzing quarterly/annual Benefits and Wellness program participation and effectiveness.
  • Acting as liaison with vendors, benefits broker, and executive leadership.
  • Serving as a business partner and subject matter expert to provide guidance, coordination, assistance, and answers to Benefits and Wellness related questions and concerns.
  • Meeting with employees and line managers to present on program offering and to ensure strategic imperatives for Benefit and Wellness programs.
  • Assistance with administering overall benefit programs, including leave of absence, benefit plan renewals, open enrollment, Medicare changes, CalPERS, and processing MOU changes.
  • Supports mandated reporting for GASB, CALPER’s and internal auditing.

Ideal Candidate's Background Includes:

Ideal Experience:

  • Five (5) years or more of experience in a Human Resources role with increasing responsibility, providing profession advice and information to employees, and performing administrative, operational, or management of complex issues related to Benefits. 
  • Leading wellness initiatives and programs, specifically branding a wellness program and engaging hybrid workforce in wellness initiatives, as well as experience with employee benefits administration (healthcare renewals, benefit plan designs, personnel file maintenance, processing HR transactions, etc.) 
  • Experience using data to report on metrics and making recommendations to improve programs.
  • Experience leading employee orientations and guiding a wellness committee.
  • HRIS experience, including processing of various transactions and events, creating, and generating ad hoc reports and queries.
  • Extensive experience using all Microsoft Office Programs including Word, PowerPoint, Excel, and Outlook.

  • Ability to handle sensitive and confidential employment information with tact and discretion using superb judgment in responding to employee requests.
  • Ability to relate effectively with a wide variety of people, both on the telephone and in person and provide service in a courteous, prompt, and efficient manner.
  • Ability to leverage multiple vendor partnerships effectively to ensure maximum support and services are provided.
  • Public speaking/presentation skills to address small and large groups.

Ideal Knowledge:

  • Knowledge of employment-related labor laws and regulations.
  • Knowledge of applicable state and federal laws and regulations including Leave of Absences
  • Employee benefits principles including benefits renewal process, open enrollment process, I-9 compliance, personnel file/record retention requirements.
  • Project/program management techniques and concepts

Ideal Training and Education:

  • Bachelor's degree in business administration, Human Resources, Public Administration, or related field. 
  • Advanced degree is a plus. 
  • Continual attendance at seminars covering HR labor laws, compliance updates, regulatory training.
  • HR Certification is a plus.

Total Rewards and Data Analytics Unit ( Position Code 923)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position will be eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after initial one-year probationary period.
