This is a senior level G.I.S. position which is responsible for taking the lead on a variety of G.I.S. projects and overseeing the G.I.S. and or Rural Addressing team in work that includes technical, analytical and design support for the operation and utilization of the County parcel-level Geographic Information System (G.I.S.) and integration with related County databases. This position will supervise and provide direction to a team.
EXAMPLE OF DUTIES
Supervises lower level G.I.S Division staff, ensures all division deadlines are met for their team, assists and acts as a technical advisor to the G.I.S Manager and G.I.S Supervisor, and may conduct associated duties as directed by the G.I.S Manager and G.I.S. Supervisor. Recommends hiring and disciplinary action for Division as necessary, conducts annual and 6 month evaluations for the team. Provides training and technical support to lower level G.I.S. division staff and advises and assists the G.I.S. Manager as requested. This is a senior level position. This position is expected to be able to work independently.Assist in the development of procedures for the update and maintenance of the County G.I.S. databases to include data production and maintenance as needed; assist in the research and implementation of G.I.S. standards and guidelines; prepare and document scripts and/or macro programs to support and expedite mapping functions and database processing and analysis. Lead the development, maintenance and enhancement of GIS mapping and related products, to include web and mobile applications, to meet user requirements.Provide training, guidance and technical support to lower level G.I.S. Division staff.Assist and train users in the creation, operation and maintenance of the County databases and mapping applications; develop and/or evaluate individual G.I.S. project requirements, implement a work program and monitor progress; develop and apply control procedures to professional service deliverables; prepare both interim and final project documentation and reports in a clear, concise and appropriate manner; identify hardware and software systems malfunctions and propose solutions.Use qualitative and quantitative methods to gather and analyze geospatial data, to formulate results into clearly understandable reports, maps and presentations. Support other County departments and offices by collaborating with stakeholders on mapping, data collection and analysis methods and assisting in the determination of additional data collection and reporting requirements. Research and prepare cartographic products and reports. Program, operate and troubleshoot plotters, digitizers, scanners, printers or other production devices. Maintain a descriptive inventory of G.I.S. data and applications with appropriate documentation and metadata. Advise staff and the public on the appropriate and ethical use of G.I.S. data.Attend and participate in multi-agency regional geospatial integration meetings; Attend industry conferences and participate in other pertinent training and literature research to keep job skills current. Support vendor and product evaluations.Ability to work both independently and lead a team.Ability to multi-task; to independently plan and organize work; to manage time and workloads and to meet deadlines; all with a high level of attention to detail.Knowledge/Skills: Considerable knowledge of the sources of digital geographic data, the methods used and associated accuracy of transforming source data into the County’s spatial reference system, documentation of acquisition methods and accuracies; Ability to effectively present technical and project information and reports in verbal and written form; to establish and maintain effective working relationships with co-workers, consultants, user departments and divisions, public utilities representatives and other government agencies as well as the general publicConsiderable knowledge of the principles and practice of land surveying, mapping and global positioning systems; of development of quality control assurance procedures and methodology; of cartographic production and design; of computerized data compilation and conversion techniques; of geographic information; of database management systems; and various GIS software applications including , ArcMap, Arc Catalog, ArcPro, ArcSDE, ArcGIS Server, Arc Enterprise, Portal, ArcGIS Online, Geocortex, QGIS, GRASS, GeoServer and other geospatial software.Ability to analyze and provide solutions to geospatial challenges; and to train user groups.Considerable knowledge of networked workstation computing environments, scripting languages and web and mobile application development and deployment.
SUPPLEMENTAL INFORMATION
Working Conditions: Work is performed in an office setting, although some field work may be required. Work schedule may include evening and weekend hours. Some travel may be required. May be subject to exposure of inclement weather, insect bites, snake bites, dust, electricity, chemicals, fumes and CRT’s and VDT’s. Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
