Plans, manages, monitors and evaluates all the operations of the Traffic Section. Ensures compliance and adherence to applicable federal, state, county, or other regulatory agency laws, ordinances, codes and regulations.
EXAMPLE OF DUTIES
Supervises and coordinates activities of the traffic section; interviews and hires staff; provides direction, provides coaching, counseling, assistance and training to division personnel; evaluates need for and recommends additional facilities equipment, resources and personnel; evaluates work performance of personnel; prepares required and special reports relative to performance of personnel and resources.Analyzes and reports on present and anticipated County traffic flow and safety conditions; develops applications for state and federal funds to improve County wide traffic flow and safety conditions; prepares and plans specifications for and oversees road design, construction, fabrication, placement and maintenance projects to ensure compliance to applicable federal, state, county and local regulations. Conducts pre- and post- inspection of road construction traffic control devices and county road improvements made by developers; generates and ensures the completion of punch lists; drafts final letters of acceptance.Ensures the effective and efficient installation and maintenance of traffic-related signs and pavement markings; oversees the accurate and timely mapping and GIS management services utilizing the most current technologies and trends. Reviews and issues driveway permits; advises applicants on requirements for a proper development submittal; reviews special event and film permits and makes technical recommendations to limit negative impacts to county roads and traffic; oversees the issuance of permits related to the installation of all utilities. Assists County officials and the public in understanding technical documents and internal operating policies, procedures, standards, documentation requirements, laws, rules, regulations, plans and programs; assists in the drafting and implementation of ordinances, codes, and resolutions related to the Traffic Division.Responds to inquiries regarding right-of-way and right of use; answers traffic questions at County Commission Board and other committee meetings.Reviews development proposals and directs or reviews traffic impact studies and provides technical recommendations regarding the impacts on traffic flow and traffic safety; develops sign inventory system; and develops and implements traffic safety program to ensure proper safety measures are being followed. Manages safety lighting throughout the County to ensure constituent’s safety while roadwork is being performed. Implements traffic count program and utilizes data to support planning, programming, design and maintenance of county roads.Oversees and manages Lucity work order system, as primary contact for Public Work. Collects and inputs GPS data of all Santa Fe County traffic related devices to include signs, pavement markings, street lighting, etc. Oversees asset collection and implementation. Oversees Traffic Calming Program.Reviews and approves adopt-a-road requests and fabricates and installs signs.Ensures proper care and follows established safety protocols in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.Performs other duties as directed or assigned.Oversees yearly pavement management of data infrastructure and assessment.Manages traffic signal maintenance and operations.Knowledge/ Skills: Extensive knowledge of civil/traffic engineering principles and practices; in-depth understanding of the Manual of Uniform Traffic Control Devices (MUTCD); of algebra, trigonometry, calculus, and geometry; of federal, state, and local laws, regulations and process requirements as applicable to road design, construction, and maintenance; of traffic impact and land use issues; of traffic studies; of AutoCad, ArcGIS and other computer hardware and software in order to perform traffic analysis.Ability to independently plan and organize work; to present information clearly and concisely, verbally and in writing; to establish effective and tactful working relationships with associates and the public; to read, interpret and work from field notes, land descriptions, surveys, aerial photographs, plans specifications and similar data; and to plan, assign, direct, coordinate and review the work of others.Skill in operating various word-processing, spreadsheets, and database software including sign fabrication, traffic counter and control, geographic information and engineering drafting programs and systems in a Windows environment.Ability to use Flexi Sign Marking Software, ArcGIS Collector, and Lucity work order system.Knowledge of traffic signal management and safety lighting.

Working Conditions: Work is performed in both an office setting and outdoors in varied weather conditions with exposure to dust, fumes, airborne particles, allergens, chemicals, electrical energy and extreme heat or cold. Work involves high risk and potentially dangerous situations working near hazardous/moving materials, equipment, traffic and machinery; and exposure to excessive noise. The use of protective clothing, equipment, devices and materials is required. Work requires the ability to stand, walk, sit, reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; talk, hear, and smell; clarity of vision at short and long distance; and the ability to lift up to 50lbs. Work schedule may include evening and weekend hours. May be subject to exposure to, CRT’s and VDT’s. Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class 5 or D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain certifications required.
