The Santa Monica-Malibu Unified School District (SMMUSD) Personnel Commission is a three (3) member non-partisan public body responsible for administering the "merit system" for the selection, retention, promotion, and salary allocation of classified (non-teaching) employees.The Personnel Commission is responsible for overseeing the classification of positions, hearing appeals of disciplinary and dismissal matters, reviewing protests involving examinations, selection, and appointment procedures, and prescribing rules related to a variety of personnel practices. Commissioners serve a three (3) year term.
*Commissioners receive $50 per Personnel Commission meeting attendedJOB DUTIES:
- Attend meetings of the Personnel Commission
- Classify all employees and positions within the jurisdiction of the governing board, except those that are exempt from the classified service (per California Education Code 45256)
- Prescribe, amend, and interpret such rules as may be necessary to ensure the efficiency of the service, the selection, and retention of employees upon a basis of merit and fitness
- Appoint staff of the Personnel Commission
- Recommend salary schedules for the classified service to the governing board
- Approve eligibility lists
- Approve changes of assignment
- Conduct discipline appeal hearings
- Serve as a neutral body to ensure compliance with merit system laws and policies
- Act as a knowledge resource regarding laws and district-level rules pertaining to the administration of a merit system
According to Education Code 45244, to be eligible for appointment or reappointment to the Personnel Commission a person shall meet both of the following requirements:
- Be a registered voter and resident within the territory jurisdiction of the school district
- Be a known adherent to the principle of the Merit System. No member of the governing board of any school district or a county board of education shall be eligible for appointment, reappointment, or continuance as a member of the commission. During his or her term of service, a member of the commission shall not be an employee of the school district.
As used in this section, "known adherent to the principle of the merit system," with respect to a new appointee, means a person who by the nature of his or her prior public or private service has given evidence that he or she supports the concept of employment, continuance in employment, in service promotional opportunities, and other related matters on the basis of merit and fitness.
DURATION OF ELIGIBILITY LIST:
This eligibility list shall be in effect for a period of six (6) months, unless exhausted or extended.
The Assessment Phases will likely consist of the following:
- Evaluation of supplemental questions to distinguish most qualified applicants
- Panel Interview
